Employer sanctioned for violating requirements of local recruitment under Enhanced Supplementary Labour Scheme

     The Labour Department (LD) today (November 18) announced the imposition of an administrative sanction on DOUX Limited, which operates a dessert business. With effect from November 17, 2025, the LD will refuse to process any applications for importing labour under the Enhanced Supplementary Labour Scheme (ESLS) submitted by the company for a period of one year. At the same time, the LD has terminated the processing of an application previously submitted by the company.
           
     "The LD earlier received a complaint over the company's violation of the local recruitment requirements while applying for importation of kitchen helpers under the ESLS. After an investigation, it has been substantiated that the company had, without obtaining the LD's prior consent, changed the recruitment terms of the applied post, including the work location and job duties, as stated in the local open recruitment exercise. This violated the requirements of local recruitment. An administrative sanction is thus imposed," a spokesman for the LD said.
           
     The spokesman continued, "The ESLS stipulates that if an employer violates labour or immigration laws, the requirements of the ESLS or the Standard Employment Contract, the LD will impose an administrative sanction on the employer, including withdrawal of approval for importation of labour previously granted and refusal to process any subsequent applications submitted by the employer."
           
     The spokesman reminded employers applying for importation of labour under the ESLS to strictly comply with the requirements of the ESLS, including according priority to employing qualified local workers.
