Government launches open tender for first Smart Green Mass Transit System project "Smart and Green Mass Transit System in Kai Tak" (with photo)

     The Government today (October 31) launches an open tender for the Smart and Green Mass Transit System in Kai Tak (Contract No. ED/2025/18). The closing time for tenders to be received is noon on July 3, 2026 (Friday).

     The Smart and Green Mass Transit System (SGMTS) in Kai Tak (Kai Tak Project) is approximately 3.5 kilometres long with six stations. The termini will be connected to the Kai Tak Cruise Terminal and the MTR Kai Tak Station respectively. It will provide a convenient feeder transport service connecting the former runway area of Kai Tak to the MTR Kai Tak Station to strengthen connectivity among residential and commercial developments, tourism, culture and recreation, sports and community facilities within the area. The system is targeted to be commissioned in 2031.

     A spokesperson for the Transport and Logistics Bureau said, "The Kai Tak Project is the first SGMTS to be introduced in Hong Kong. To encourage participation of local, Mainland and overseas investors and operators, a Build-Operate-Transfer model is adopted for selecting a franchisee to finance, design, construct, operate and maintain the SGMTS in Kai Tak through an open tender. As the estimated profit from the operation of the SGMTS would not be able to cover the capital investment for construction and subsequent asset replacement, funding support will be provided through a transit-oriented development approach, where property development rights of three sites in the vicinity of the SGMTS would be granted to the future franchisee for holistic planning and development. Tenderers will be required to propose a fixed sum payable to the Government for the grant of the franchise and property development rights of the sites."

     The spokesperson further advised, "A 'two-envelope approach' will be adopted in the tender assessment. A weighting of 60 per cent will be allocated to the assessment of the non-price proposal and 40 per cent to the price proposal. The Government will consider both the non-price and price proposals of the tenders comprehensively with a view to selecting the proposal which best fits the project intent. The detailed tender evaluation criteria are set out in the tender documents."

     Details of the tender notice are available on the Civil Engineering and Development Department (CEDD)'s website (www.cedd.gov.hk/eng/tender-notices/contracts/tender-notices/index.html). Relevant interested parties with the capability of delivering the project (including developers, contractors, system operators, system suppliers etc) can make a request for obtaining the tender documents through the Kai Tak Project's website of the CEDD (www.ktgts.hk). Tenderers must deposit their tenders in the tender box as specified in the tender notice before the tender closing time.
