Government strives to take forward co-operation arrangements on Single Window connectivity with Mainland (with photos)

     The Commerce and Economic Development Bureau (CEDB) and the Hong Kong Customs and Excise Department, together with the National Office of Port Administration, the Department of Commerce (Office of Port Administration) of Guangdong Province and other relevant Mainland authorities, convened the first meeting of the Mainland-Hong Kong Single Window Co-operation Expert Group in Zhuhai last Friday (October 24) to exchange experiences in developing the Single Windows and strengthen co-operation.

     A spokesman for the CEDB said that the Government has been maintaining close liaison with the Mainland authorities regarding the development of single windows. Further to the signing of the Cooperation Arrangement on Single Window between the CEDB and the General Administration of Customs of the People's Republic of China in May this year to enhance the established exchange and co-operation mechanism, the Expert Group meeting focused on discussing the latest developments of the Single Windows of both sides and implementing further co-operation measures, while also exploring proposals for deepening collaboration in the next phase.

     As mentioned in the Chief Executive's 2025 Policy Address, Hong Kong will work with the Mainland to connect the Single Windows of the two places, and explore the feasibility of expanding the existing Mainland-Hong Kong cargoes "Single Submission for Dual Declaration" Scheme to cover other trade documents and transport modes. To this end, both sides confirmed at the meeting that the coverage of the Scheme will be extended progressively following the rollout of Hong Kong's Trade Single Window Phase 3 (starting from mid-2026), with road cargo manifests and import and export declarations to be covered in addition to the existing road advance cargo information, allowing more trade members to benefit from the convenience of completing customs declarations for both the Mainland and Hong Kong by making a single submission of road-mode trade documents.

     The two sides also explored the feasibility of expanding the Scheme to cover sea-mode trade documents in the next phase to reduce the time required for data re-entry, thereby further facilitating the trade.

     The spokesman added that the CEDB will continue to work closely with the Mainland authorities, including through regular Expert Group meetings, to take forward the interconnectivity of the Single Window systems of the two places.
