LegCo to consider Road Traffic (Amendment) (Ride-hailing Service) Bill 2025

The Legislative Council (LegCo) will hold a meeting on Wednesday (October 15) at 11am in the Chamber of the LegCo Complex. During the meeting, the Second Reading debate on the Road Traffic (Amendment) (Ride-hailing Service) Bill 2025 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.
On Government motions, the Chief Secretary for Administration will move a proposed resolution under Article 73(7) of the Basic Law and section 7A of the Hong Kong Court of Final Appeal Ordinance relating to the appointment of a permanent judge of the Hong Kong Court of Final Appeal. The motion is set out in Appendix 1.
The Secretary for Transport and Logistics will move a proposed resolution under the Dutiable Commodities Ordinance. The motion is set out in Appendix 2.
On Members' motions, Professor Chan Wing-kwong will move a motion on stepping up efforts in combating illegal medical practices to safeguard public health. The motion is set out in Appendix 3.
Mr Kwok Wai-keung will move a motion on firmly upholding the safeguards of the employment priority for local employees. The motion is set out in Appendix 4. Mr Michael Tien will move an amendment to Mr Kwok's motion.
Mr Chan Kin-por will move a motion under Rule 49E(2) of the Rules of Procedure to take note of a report of the House Committee on consideration of subsidiary legislation and other instruments. The motion is set out in Appendix 5.
During the meeting, the Chief Secretary for Administration will present the Government Minute in response to the Annual Report of The Ombudsman 2024/25 and the Government Minute in response to the Report of the Public Accounts Committee No. 84 of July 2025 respectively, and address the Council.
The Chairman of the Committee on Rules of Procedure, Mr Paul Tse, will present the Committee on Rules of Procedure of the Legislative Council of the Hong Kong Special Administrative Region Progress Report for the period January to October 2025 and address the Council.
In addition, the Chairman of the Panel on Environmental Affairs, Mr Lau Kwok-fan; the Chairman of the Panel on Housing, Mr Stanley Ng; the Chairman of the Panel on Welfare Services, Reverend Canon Peter Douglas Koon; the Chairman of the Panel on Food Safety and Environmental Hygiene, Mr Tommy Cheung; the Chairman of the Panel on Health Services, Dr David Lam; the Chairman of the Panel on Public Service, Ms Nixie Lam; the Chairman of the Panel on Education, Professor Chow Man-kong; the Chairman of the Panel on Information Technology and Broadcasting, Ms Elizabeth Quat; and the Chairman of the Panel on Administration of Justice and Legal Services, Mr Lam San-keung, will present the reports of the related Panels and address the Council respectively.
Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
