Public Service Commission welcomes "The Chief Executive's 2025 Policy Address"

The following is issued on behalf of the Public Service Commission: 

     The Public Service Commission welcomes the implementation of the Heads of Department Accountability System as announced in "The Chief Executive's 2025 Policy Address" (PA) delivered today (September 17).

     The Commission is in full support of the implementation of the proposed System, as maintaining a meritorious civil service has always been the core value treasured and advocated by the Commission.  

     As mentioned in the PA, the Government contemplates expanding the Commission's current role with a view to enabling the Commission to conduct the necessary independent investigation work under the System. As such, the Commission has indicated that it feels honoured to have the trust of the Chief Executive and to be assigned such an important responsibility. The Commission will continue to uphold the principles of fairness and impartiality when discharging this assigned function.

     The Commission adds that it will actively participate in and work closely with the Government on the preparatory work for implementing the System. On this, the Commission will provide advice and suggestions on making the subsidiary legislation under the Public Service Commission Ordinance (Chapter 93 of the Laws of Hong Kong).  

     The Commission is an independent advisory body set up under the Ordinance, responsible for advising the Chief Executive on civil service appointment, promotion and discipline matters.  As provided under the Ordinance, the Government can entrust the Commission with additional functions and duties on matters affecting the public service by way of making subsidiary legislation.
