The Deputy Secretary for Justice, Dr Cheung Kwok-kwan, will depart for Nanning, Guangxi this afternoon (September 17) to attend the China-ASEAN Commercial Law Forum, a parallel forum of the 22nd China-ASEAN Business and Investment Summit, to promote the advantages of Hong Kong's legal services in bringing in enterprises and facilitating Mainland enterprises to go global, with a view to fostering ties between Hong Kong and Guangxi to support Mainland enterprises doing business with overseas markets.

Dr Cheung said that the visit perfectly aligns with one of the measures announced in "The Chief Executive's 2025 Policy Address", in which he is tasked to promote Hong Kong's legal services and to collaborate with other professional service sectors, such as accounting and finance, to support Mainland enterprises wishing to expand overseas.

He said that the forum is jointly organised by the China Council for the Promotion of International Trade, the People's Government of the Guangxi Zhuang Autonomous Region, and the national chambers of commerce of the 10 Association of Southeast Asian Nations (ASEAN) member countries. It will bring together over 300 representatives from the legal and business sectors, lawtech enterprises and academics from both China and ASEAN countries. The Department of Justice (DoJ) has also been invited to attend the forum. The trip will assist Hong Kong and Guangxi in achieving complementarity, opening up development opportunities for legal services of the two places, and strengthening support for Mainland enterprises going global, Dr Cheung added.

Accompanying Dr Cheung on the visit will be the Director of the Hong Kong International Legal Talents Training Office of the DoJ, Dr Yang Ling, and a government counsel.

During the visit in Nanning, Dr Cheung will deliver a speech at the International Legal Practice Conference 2025 - ASEAN Orientation, organised by the Guangxi Lawyers Association and the China-ASEAN Expo Secretariat, to promote the unique advantages of Hong Kong's legal services in international trade and regional co-operation. He will also meet with leaders of the Department of Justice of the Guangxi Zhuang Autonomous Region, as well as lawyers and enterprise representatives from Guangxi and ASEAN member countries to strengthen co-operation.

Dr Cheung will return to Hong Kong on September 19 afternoon.
