The following is issued on behalf of the Judiciary:

     The Judiciary today (September 11) announced the appointments of the Honourable Mr Justice Anthony Chan Kin-keung as a Justice of Appeal of the Court of Appeal of the High Court and Mr Eugene Fung Ting-sek, SC, as a Judge of the Court of First Instance of the High Court. The appointments will take effect from September 12, 2025.

     The appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.

Justice of Appeal of the Court of Appeal of the High Court

     The Honourable Mr Justice Anthony Chan Kin-keung is appointed as Justice of Appeal of the Court of Appeal of the High Court.
 
Judge of the Court of First Instance of the High Court

     Mr Eugene Fung Ting-sek, SC, is appointed as Judge of the Court of First Instance of the High Court.

     Mr Fung, SC, who now holds office as Recorder of the Court of First Instance of the High Court, will cease to be Recorder with effect from the same date.

     The biographical notes of the appointees are as follows:

The Honourable Mr Justice Anthony Chan Kin-keung

     Mr Justice Anthony Chan was born in 1960 in Hong Kong. He obtained an LL.B. from the University of East London in the United Kingdom in 1983. He was called to the Bar in England and Wales, in Hong Kong, in the Australian Capital Territory and Federal Court of Australia and in Singapore in 1984, 1986, 1990 and 1995 respectively. He was appointed as Senior Counsel in 2003. After serving in the then Attorney-General's Chambers from 1985 to 1986, he had been in private practice since 1986. He served as a Deputy District Judge for periods in 1994, 1995 and 1997 and was appointed as Recorder of the Court of First Instance of the High Court from 2006 to 2012. He was appointed as Judge of the Court of First Instance of the High Court in 2012.
 
Mr Eugene Fung Ting-sek, SC

     Mr Fung, SC, was born in 1971 in Hong Kong. He obtained a Master of Law degree and a Master of Arts degree from the University of Cambridge, United Kingdom, in 1995 and 1997 respectively. He completed the Bar Vocational Course at the Inns of Court School of Law in London, United Kingdom, in 1996. He was called to the Bar in England and Wales (Lincoln's Inn) and in Hong Kong both in 1997. He has been in private practice since 1998. He was appointed as Senior Counsel in 2012. He was appointed as Deputy Judge of the Court of First Instance of the High Court for periods in 2014, 2015 and 2016. He has been appointed as Recorder of the Court of First Instance of the High Court since 2018.
