HKSAR Government convenes first Chief Executive Counter-terrorism Steering Group meeting (with photos/video)

     The Chief Executive (CE), Mr John Lee, chaired the first meeting of the Chief Executive Counter-terrorism (CT) Steering Group (CESG) today (August 13). Several key topics were discussed at the meeting, including the work progress of the various groups under the Three-tier Prevention Framework and the global and local terrorism threat landscape, as well as the direction and strategies of the CT work of the Government of the Hong Kong Special Administrative Region (HKSAR).

     Mr Lee directed at the meeting that relevant bureaux and departments (B/Ds) should conduct a large-scale interdepartmental CT exercise in late August, simulating responses to terrorist attacks on critical infrastructure in Hong Kong, with a view to further enhancing the HKSAR Government's CT preparedness and response capabilities.  

     Mr Lee said, "While Hong Kong is safe and stable in general, the global terrorism situation has remained complex. As a metropolitan city, Hong Kong may also face threats under the global and local terrorism landscape. As such, we must further strengthen the HKSAR Government's overall CT work. This large-scale CT drill will effectively enhance CT awareness and the co-ordination capability of different B/Ds in responding to various forms of terrorist attacks."

     To strengthen CT preparedness, the CE's 2024 Policy Address announced the establishment of the Three-tier Prevention Framework, comprising the CESG at the first tier (top tier), which steers and formulates CT policies and directions; the Secretary for Security Counter-terrorism Co-ordinating Group at the second tier, which co-ordinates B/Ds' co-operation on CT matters; and seven interdepartmental working groups at the third tier, which follow up on specific studies and carry out CT work.

     The CESG is led by the CE, with the Chief Secretary for Administration, the Financial Secretary and the Secretary for Justice serving as deputy chairmen. Its members include representatives from B/Ds including the Security Bureau, the Constitutional and Mainland Affairs Bureau, the Home and Youth Affairs Bureau, the Hong Kong Police Force, the Immigration Department, the Hong Kong Customs and Excise Department, the Fire Services Department, the Correctional Services Department and the Government Flying Service.
