The following is issued on behalf of the Communications Authority:
 
     This press release summarises the decisions of the Communications Authority (CA) following its 130th meeting held in December 2023.
 
Review of charging scheme for spectrum utilisation fee for spectrum assigned administratively
-------------------------------------------------------------------------------------------------------
 
     Since its implementation on January 1, 2018, the charging scheme for spectrum utilisation fee (SUF) for spectrum assigned administratively (SUF Charging Scheme) has encouraged spectrum users to use the spectrum assigned to them in an efficient manner and return excessive spectrum to the CA. The SUF Charging Scheme is subject to review every five years and the first review was completed in 2023. Having considered the results of the review and consulted the industry, the CA decided to maintain the adoption of the existing criteria to identify the frequency bands that are subject to SUF and that the prevailing six designated frequency bands should continue to be subject to SUF. Meanwhile, the Secretary for Commerce and Economic Development (SCED) decided to maintain the prevailing SUF levels.

Broadcast complaint
---------------------------
 
     The CA considered a complaint case about the television programme "Super Trio - Halloween Special" broadcast on October 30, 2022, on the Jade Channel of Television Broadcasts Limited (TVB). The CA decided that TVB should be advised to observe more closely the relevant provision of the Generic Code of Practice on Television Advertising Standards. Details of the case are at Appendix.
