Transcript of remarks by S for S after Fight Crime Committee meeting (with video)

     Following is the transcript of remarks by the Secretary for Security, Mr Tang Ping-keung, at a media session after the Fight Crime Committee meeting at the Central Government Offices this morning (September 27):
      
Reporter: Will the Police take the initiative to probe if fraud is involved in other unlicensed cryptocurrency platform? How would Police step up its co-operation with the SFC to guard against similar incidents like JPEX?
      
Secretary for Security: First of all, regarding the regulation of any licensed companies with operation of cryptocurrencies, it is under the purview of the SFC (Securities and Futures Commission). Actually our law enforcement agencies are having very close working relations with the SFC over any suspicious operations which may involve fraud. As a matter of fact, for this particular JPEX case, the Police are actively investigating the aspect of conspiracy to defraud and we are working closely with the SFC.
      
Reporter: Two questions. The first one is to follow up on the underground gas accident. What is the latest progress? And is there enough evidence to prosecute? And the second question is about the security on National Day. Can you tell us what will be the security measures in place and will there be extra manpower on that day? Thank you.
      
Secretary for Security: First of all, regarding the industrial accident that happened in West Kowloon, we have arrested one contractor. For the time being, we arrested him for OSH (occupational safety and health) related offences, but actually we are actively investigating the case and we will not rule out the possibility that we will further arrest him for other offences including manslaughter. For the operation regarding the National Day Fireworks Display, actually it is a festive event and we hope people and our citizens can enjoy an environment of the fireworks display. But while enjoying, if you are at the scene, please take note of the public order event and that we will have police officers around at the scene, and please listen to their advice. Of course, we will have sufficient manpower including reserved manpower, just in case. If anything happens, we will be able to respond. Actually we have different contingency plans in place to tackle different situations. Thank you.
