Examination Results of Citizenship and Social Development

     The Education Bureau (EDB) announced today (September 22) that the result of "Attained" in the Senior Secondary Citizenship and Social Development (CS) subject in the Hong Kong Diploma of Secondary Education (HKDSE) Examination will be accepted as meeting the entry requirements of relevant civil service grades. 

     The EDB replaced the Liberal Studies with the CS subject, which has been implemented at Secondary Four since the 2021/22 school year, and extended to Secondary Six in the 2023/24 school year. The first HKDSE Examination for the subject will be administered in 2024 and the results will be reported either as "Attained" or "Unattained".

     The Civil Service Bureau (CSB) accepts "Attained" in the CS subject as meeting the entry requirements of relevant civil service grades. For appointment to civil service grades which require an entry requirement at Level 2 or equivalent in five subjects in HKDSE Examination, a candidate attaining a combination of five subject results in the HKDSE Examination, which include Level 2 in Senior Secondary subjects, "Attained" in Applied Learning subjects (subject to a maximum of two subjects) and Grade E in Other Language subjects, is regarded as having met such requirement. Following the implementation of the CS subject, the CSB also accepts "Attained" in the CS subject as meeting one of the five Level 2 requirements.      An EDB spokesman said the themes of the CS subject include "Hong Kong under 'One Country, Two Systems'", "Our Country since Reform and Opening-up" and "Interconnectedness and Interdependence of the Contemporary World". The implementation of the CS subject helps students build a solid knowledge base, develop critical thinking, and problem-solving skills, cultivate proper values and attitudes, and develop a sense of national identity. Mainland study tours of the CS subject form part of the curriculum, but do not involve public assessment.
