Senior Appointments (with photos)

     The Government announced today (July 7) the following senior appointments:

(a) Miss Rosanna Law Shuk-pui, Commissioner for Transport, will take up the appointment as Permanent Secretary for Housing/Director of Housing on August 15, 2023, to succeed Miss Agnes Wong Tin-yu who will proceed on pre-retirement leave;
 
(b) Ms Maisie Chan Kit-ling, Deputy Secretary for Constitutional and Mainland Affairs, will take up the post of Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area on July 10, 2023. She will succeed Mr Tommy Yuen Man-chung who has proceeded on pre-retirement leave; and
 
(c) Ms Angela Lee Chung-yan, Deputy Secretary for Development (Works), will take up the post of Commissioner for Transport on August 28, 2023.
 
     Concerning the appointments of Miss Law, Ms Chan and Ms Lee, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "The three appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new capacities."
 
     On the retirement of Miss Wong who will proceed on pre-retirement leave, Mrs Yeung said, "Miss Wong has rendered 34 years of loyal and dedicated service to the community of Hong Kong. During her tenure as Permanent Secretary for Housing/Director of Housing, she played an instrumental role in policy formulation in both public and private housing. Under her leadership, the Hong Kong Housing Authority and the Housing Department endeavoured to accelerate and increase public housing production with a series of measures rolled out to enhance quantity, speed, efficiency and quality. She also led her team to combat the abuse of public housing estates and tighten up the Well-off Tenants Policies in ensuring the appropriate use of our valuable public resources. I wish her a fulfilling and happy retirement."
 
     As to the retirement of Mr Yuen who has proceeded on pre-retirement leave, Mrs Yeung said, "Mr Yuen had rendered 38 years of loyal and dedicated service to the community of Hong Kong. During his tenure as Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area, he led the newly established Guangdong-Hong Kong-Macao Greater Bay Area Development Office in formulating, co-ordinating and overseeing the overall policies, strategies and initiatives in relation to the Hong Kong Special Administrative Region (HKSAR)'s participation in the Greater Bay Area Development. I wish him every success in his future endeavours."

Miss Agnes Wong Tin-yu

    Miss Wong joined the Administrative Service in November 1989 and rose to the rank of Administrative Officer Staff Grade A1 in April 2022. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Chief Secretary's Office, the former Trade Department, the former Industry Department, the Innovation and Technology Commission, the Civil Service Bureau, the Home Affairs Department, the Chief Secretary for Administration's Office and the Transport and Housing Bureau. She was Director-General of Communications from August 2017 to May 2019, Director of Marine from May 2019 to January 2021, and has been serving as Permanent Secretary for Transport and Housing (Housing)/Director of Housing since February 2021 (later renamed as Permanent Secretary for Housing/Director of Housing since July 2022).
 
Mr Tommy Yuen Man-chung

     Mr Yuen joined the Administrative Service in August 1985 and rose to the rank of Administrative Officer Staff Grade A in April 2020. He has served in various bureaux and departments, including the former City and New Territories Administration, the Housing Department, the former Administrative Services and Information Branch, the former Lands and Works Branch, the former Economic Services Branch, the Home Affairs Department, the Hong Kong Economic and Trade Office in Washington, the former Finance Bureau (later renamed as Financial Services and the Treasury Bureau), the Government Logistics Department, the Development Bureau and the Office of the Government of the HKSAR in Beijing. He served as Government Property Administrator from December 2015 to January 2019, Director (Constitutional and Mainland Affairs) Special Duties from January 2019 to November 2020 and Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area from November 2020 to April 2023.
 
Miss Rosanna Law Shuk-pui

     Miss Law joined the Government in July 1989. She served in the Labour Officer and Trade Officer Grades before joining the Administrative Service in July 1990, rising to the rank of Administrative Officer Staff Grade A in April 2022. She has served in various bureaux and departments, including the former Civil Service Branch, the former City and New Territories Administration, the former Constitutional Affairs Branch, the Chief Secretary for Administration's Office, the former Trade Department and the former Environment, Transport and Works Bureau. She was Deputy Commissioner for Tourism from August 2010 to September 2016, Deputy Secretary for Constitutional and Mainland Affairs from September 2016 to September 2020, and has been serving as Commissioner for Transport since September 2020.
 
Ms Maisie Chan Kit-ling

     Ms Chan joined the Administrative Service in July 1994 and rose to the rank of Administrative Officer Staff Grade B1 in April 2022. She has served in various bureaux and departments, including the former Constitutional Affairs Branch, the Home Affairs Department, the former Trade Department, the former Finance Bureau (later renamed as Financial Services and the Treasury Bureau), the former Education and Manpower Bureau, the Security Bureau, the Development Bureau and the Civil Service Bureau. She was Secretary of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link Independent Expert Panel from June 2014 to December 2014, Deputy Director of Food and Environmental Hygiene from January 2015 to July 2018 and has been serving as Deputy Secretary for Constitutional and Mainland Affairs since July 2018.
 
Ms Angela Lee Chung-yan

     Ms Lee joined the Administrative Service in July 1994 and rose to the rank of Administrative Officer Staff Grade B1 in April 2022. She has served in various bureaux and departments, including the former Home Affairs Branch, the former Constitutional Affairs Branch, the Home Affairs Department, the Security Bureau, the former Environment, Transport and Works Bureau, the Trade and Industry Department and the former Food and Health Bureau. She was Deputy Secretary for Home Affairs from April 2015 to October 2017, Deputy Secretary for Transport and Housing (Transport) from October 2017 to December 2020 and has been serving as Deputy Secretary for Development (Works) since December 2020.
