Establishment of Steering Committee on Review of Manpower for Healthcare Services in Residential Care Homes

     The Social Welfare Department (SWD) announced today (June 30) the establishment of the Steering Committee on Review of Manpower for Healthcare Services in Residential Care Homes (RCHs) to provide steer and advice on the review.

     To alleviate the manpower shortage of RCHs for the elderly and RCHs for persons with disabilities, the Chief Executive announced in the 2022 Policy Address that the Government would conduct a holistic review on the skill and qualification requirements of RCH staff, so as to establish professional standards and a career progression path, with a view to attracting more locals to work in the RCH sector and retain the talent required. The steering committee is chaired by Dr Lam Ching-choi, and the membership comprises stakeholders including RCH operators or organisations, allied health professionals and labour union, and representatives of relevant policy bureaux/departments.
      
     The SWD has selected Learning Resources & Technologies Limited as the consultant to conduct the review. The committee will provide steer on the review, advise on the recommendations of the consultant and priorities for implementing the recommendations, and advise on any other measures that are quantitatively effective and financially sustainable to address the demand for healthcare services in subsidised RCHs and private RCHs.
      
     The membership of the steering committee lasts for a period of two years and commences on July 1, 2023. The membership of the committee is as follows:
