*****************************************************************************
The Electoral Affairs Commission (EAC) today (May 5) published the report on the 2023 Rural Ordinary Election (ROE) held in January 2023.

The report describes the electoral procedures of the 2023 ROE and various tasks carried out by the Home Affairs Department (HAD) for conducting the election, including the recruitment and training of electoral staff, holding a briefing session for candidates, setting up dedicated polling stations and special polling stations, as well as making various polling and counting arrangements, etc. In light of the experience, the EAC has reviewed the relevant electoral arrangements and recommended improvement measures for future elections. The EAC is also thankful to the HAD and other parties involved for their dedication and concerted efforts attributable to the smooth conclusion of the election.

"We are grateful to the EAC for their valuable advice throughout the election and its effort to ensure the election was conducted in an open, transparent and efficient manner in accordance with the law. The HAD will continue to work closely with the EAC to follow up on the recommendations in the report, with a view to further enhancing arrangements in future elections," a Government spokesman said.

The 2023 ROE was conducted by the HAD according to the Rural Representative Election Ordinance (Cap. 576) under the supervision of the EAC. In accordance with the requirements of the Electoral Affairs Commission Ordinance (Cap. 541), the EAC submitted the report to the Chief Executive on April 14. In line with the principle of open and transparent elections, the Government accepted the EAC's recommendation that the report should be made public. The report can be downloaded from the EAC website (www.eac.hk) and the Rural Representative Election website (www.had.gov.hk/rre), and is available for viewing at the Home Affairs Enquiry Centres of District Offices.
