EPD signs follow-on contracts for refuse transfer stations (with photos)

     The Environmental Protection Department (EPD) signed the West Kowloon Transfer Station Second Follow-On Contract and the Island West and Island East Transfer Stations Second Follow-On Contract with China Harbour Engineering Company Limited (CHEC) for carrying out refurbishment and upgrading works of these three refuse transfer stations (RTS) to maintain reliable and safe waste transfer services and enhance their operational efficiency and environmental performance.
 
     "As a wholly owned subsidiary of the large-scale Mainland enterprise China Communications Construction Company Limited, CHEC has extensive experience in infrastructure construction. With the rapid development of environmental protection industry on the Mainland, we hope that the new contracts can bring in a new image and new technology to the management and operation of the RTS in Hong Kong," an EPD spokesperson said today (April 21).
 
     To achieve the target of carbon neutrality set out in Hong Kong's Climate Action Plan 2050, the EPD introduced a number of measures in the new contracts with a view to reducing carbon emission during the waste transfer process. These include the use of more energy-efficient waste treatment equipment, installation of solar power generation facilities in the RTS, installation of rainwater harvesting system, replacement of the old waste container vessels with new energy-saving and low emission diesel-electric propulsion container vessels, trying the use of a pure electric-powered container vessel at the West Kowloon Transfer Station (WKTS) and so on.
 
     The WKTS is located on Stonecutters Island, while the Island West Transfer Station and Island East Transfer Station are located at the waterfront of Kennedy Town and at Sun Yip Street in Chai Wan respectively. After compaction in the RTS, the waste would be containerised in purpose-built sealed containers for onward sea transportation by purpose-built container vessels to the West New Territories Landfill for disposal. The three RTS were completed in the 1990s and have been in operation for over 20 years. Most of the facilities have been ageing. The EPD would start the refurbishment and upgrading works after the expiry of the existing operation contracts this June. During the works period, the daily waste transfer services at the RTS will be maintained.
 
     Upon completion of the refurbishment and upgrading works, the three RTS will have their waste handling capacity and energy efficiency comprehensively improved. The environmental performance of the RTS will be further enhanced, with the introduction of enhancement measures such as more effective ventilation systems, upgraded air-scrubbing units, better vehicle washing facilities and strengthening of the wastewater treatment capability. With the new design and landscaping enhancement adopted, the appearance of the RTS will be further integrated into the surrounding environment and coexist harmoniously with the community.
