The Secretary for Security, Mr Tang Ping-keung, today (April 20) visited the Daya Bay Nuclear Power Site in Shenzhen. The Permanent Secretary for Security, Mr Patrick Li, and the Under Secretary for Security, Mr Michael Cheuk, also joined the visit.
      
     Accompanied by Senior Vice President of the China General Nuclear Power Corporation (CGNPC) Mr Guo Limin and the Managing Director - China of CLP Holdings Limited (CLP)​, Mr Law Ka-chun, Mr Tang visited the facilities in the Daya Bay Nuclear Power Site, including the main control rooms of Daya Bay and Ling Ao Nuclear Power Station Phase II, emergency command centre of the site, and the nation's only refuelling pool for training personnel to change nuclear fuel, to keep abreast of the design, operation and emergency management of the nuclear power station.
      
     During his visit, Mr Tang was briefed by CGNPC and CLP personnel on the nuclear power site. He also exchanged views with them on nuclear safety and national nuclear power development. Mr Tang said that the country has maintained a good nuclear safety record for a long period of time, and ranks among the best in the world in the operation and construction of nuclear power stations without any accidents. However, since drawing up a sound contingency plan is a requirement of good emergency management, the Security Bureau has put in place a comprehensive Daya Bay Contingency Plan (DBCP) to set out appropriate urgent measures to be adopted immediately by departments in the unlikely event of a nuclear power station emergency that may affect Hong Kong. A large-scale inter-departmental exercise based on the DBCP is organised every three to five years. The latest one, codenamed "Checkerboard III", was held in January this year. Mr Tang thanked the CGNPC for sending personnel to Hong Kong to observe the exercise, enhance the exchanges between both sides and give valuable feedback on the exercise.
      
     The Hong Kong Special Administrative Region Government will continue to closely communicate with relevant local and national institutions to enhance the nuclear emergency preparedness, with a view to protecting the public.
