Buildings Department to issue investigation order regarding concrete spalling at ceiling of restaurant in Fanling

     In response to an incident of the collapse of false ceiling due to concrete spalling at the ceiling of a restaurant at G/F, Avon Mall in Fanling, a spokesman for the Buildings Department (BD) today (April 17) said that the department will issue an investigation order to the concerned owner under the Buildings Ordinance requiring the appointment of an Authorized Person to conduct an investigation of the condition of the concerned concrete slabs, and to submit a report on the investigation and proposed repair works.

     Upon receiving a notification from the Fire Services Department in the morning of April 17 about the collapse of false ceiling in a restaurant at G/F, Avon Mall in Fanling, BD officers were deployed for a site inspection. Officers at the scene found that part of the false ceiling in the restaurant had collapsed due to concrete spalling from the ceiling slab above. No obvious danger to the overall building structure was noted.

     The BD immediately required the concerned owner's representative and property management company of the building to take remedial actions. The concerned property management company had fenced off the affected area and the concerned restaurant closed for business. The BD will continue to closely monitor the case to ensure that the investigation order will be followed up properly.

     The spokesman for the BD stressed that property owners are responsible for the building safety and maintenance of their properties, and should arrange regular inspections and carry out timely maintenance. The Government will offer assistance and support to owners and take enforcement actions to tackle dilapidation of buildings to ensure public safety.
