Establishment of District Youth Community Building Committee and District Youth Development and Civic Education Committee
******************************************************************************************
The Home Affairs Department (HAD) announced today (April 11) the establishment of the District Youth Community Building Committee and the District Youth Development and Civic Education Committee in 18 districts.

Comprising district personalities and self-nominated young people as members, the two Committees have been established to provide forums for discussion on district affairs such as district works projects, youth development and civic education. Members are appointed by the Director of Home Affairs with effect from April 11, 2023, to March 31, 2025. The committee size ranges between 20 and 30 members, whose average age is below 35. Over one-third of the members are young people aged between 16 and 35 selected through a self-nomination scheme launched by the HAD pursuant to announcement in the 2022 Policy Address. The membership lists of the two Committees are uploaded to the HAD's webpage (www.had.gov.hk/en/public_services/youth_participation_initiative/index.htm)

The Chief Executive announced in the 2022 Policy Address the launch of a Youth Participation Initiative with a view to engaging more young people in public affairs and enhancing their interaction and trust with the Government. One of the initiatives is for the HAD to designate two Committees on district affairs for young people to nominate themselves as members. The HAD invited self-nomination in January 2023, which attracted close to 1 100 applications. Assessment Panels were set up by 18 District Offices to consider the applications and about 330 successful applicants have been appointed as members of the two Committees.

Welcoming the establishment of the two Committees, the Secretary for Home and Youth Affairs, Miss Alice Mak, said, "Young people are the future, hope and pillars of Hong Kong. As mentioned in the Youth Development Blueprint published in late 2022, we will strive to strengthen the sense of ownership and responsibility of young people, and enable more young people to take part in community building and district affairs through the establishment of the two Committees. I look forward to members' active participation in committee business and contribution to the building of a more energetic and caring community."
