Appointment of New Chairman of Public Service Commission (with photos)

     The Government announced today (March 31) that the Chief Executive has appointed Ms Maisie Cheng Mei-sze to succeed Mrs Rita Lau Ng Wai-lan as the Chairman of the Public Service Commission for a term of three years from May 1, 2023, to April 30, 2026.
 
     The Secretary for the Civil Service, Mrs Ingrid Yeung, said, "I am pleased to welcome Ms Cheng as the new Chairman of the Commission. Ms Cheng is a former senior civil servant who had served in various bureaux and departments. With her in-depth understanding about the civil service, rich administrative experience and outstanding management skills, she will be capable of providing the necessary leadership to the Commission in fulfilling its role to ensure fairness and impartiality in appointments, promotions and discipline in the civil service.
 
      "On behalf of the Government, I would like to express my heartfelt gratitude to Mrs Lau for her dedicated service and outstanding contributions to the work of the Commission during her nine years' tenure since 2014. She has tendered impartial and valuable advice to the Government and has led effectively the Commission in upholding the quality and integrity of the Civil Service. I wish Mrs Lau a very happy life ahead."
 
     The Commission is an independent statutory body set up under the Public Service Commission Ordinance. Its major role is to advise the Chief Executive on appointments, promotions and discipline in the Civil Service. The serving members of the Commission are Mr Lester Garson Huang, Mrs Ava Ng Tse Suk-ying, Mrs Margaret Leung Ko May-yee, Mr Tim Lui Tim-leung, Dr Clement Chen Cheng-jen, Professor Francis Lui Ting-ming, Ms Agnes Chan Sui-kuen, and Mrs Ann Kung Yeung Yun-chi.
 
      A brief biographical note on Ms Cheng is set out below:
 
     Ms Cheng joined the Government in September 1987 as an Administrative Officer. She rose to Administrative Officer Staff Grade A1 in April 2020. She retired as the Permanent Secretary for the Environment/Director of Environmental Protection after 34 years of service with the Government.
 
     During her service with the Government, Ms Cheng served in various policy bureaux and departments. Senior positions held by Ms Cheng included Director of Government Logistics from January 2013 to September 2015, Director of Marine from September 2015 to May 2019, and Permanent Secretary for the Environment/Director of Environmental Protection from May 2019 to September 2021.
