IPCC chairman inspects passing-out parade at HK Police College (with photos)

     The Chairman of the Independent Police Complaints Council (IPCC), Ms Priscilla Wong Pui-sze, inspected the passing-out parade for 26 probationary inspectors and 89 recruit police constables at the Hong Kong Police College today (February 11).
      
     In her speech, apart from praising the Police Force’ efforts in tackling riots in 2019, Ms Wong affirmed their contribution in response to the COVID-19 development in the past three years. She noticed that the Force has been carrying out various support work with different government departments and always stands in frontline, to reduce the risk of spreading the virus, and thus relieve the pressure on the public healthcare system. She said this fully embodies the Force's motto of "Serving Hong Kong with Honour, Duty and Loyalty".
 
     Ms Wong reiterated that the IPCC and the Police share common goals, hoping to promote the fairness and justice as well as the professionalisation of Hong Kong's law enforcement system, and strive to improve the service quality of the Force. Since becoming an independent statutory body in 2009, the IPCC has made more than 200 improvement suggestions to the Police through the "Service Quality Improvement Initiatives" mechanism. She is pleased that the Police Force has actively cooperated and implemented a number of enhancement measures, such as optimising police procedures, strengthening personnel training, and adopting technology, with remarkable achievements.
 
     According to the 2022 World Justice Project Rule of Law Index, Hong Kong ranks the 6th out of 140 countries and jurisdictions worldwide in terms of "order and security". She attributed the ranking to the professional training provided by the Hong Kong Police College, as well as the tireless efforts of the entire Force.
 
     Ms Wong hoped the graduates to embrace future challenges with a spirit of "ambition and courage", and serve the public in a firm yet humane manner with a view to building mutual trust between the Force and the public, especially young people. She added that it is also time for them to make their contributions when Hong Kong is currently on the road to full normalcy and back onto the world’s centre stage.
