The Transport Department (TD) announced today (February 8) that the HKeToll, a free-flow tolling service, will be implemented in the Tsing Sha Control Area (TSCA) (Eagle Nest Tunnel, Sha Tin Heights Tunnel and Tai Wai Tunnel) from 5am on February 26 (Sunday) to replace all manual toll booths and Autotoll lanes. Motorists can pay tunnel tolls using toll tags without having to stop or queue at toll booths for payments, thereby saving time and enjoying convenience.
 
     The TD reminded motorists not to remove the Autotoll tags at this stage, as other government-tolled tunnels which have not yet implemented the HKeToll will continue to use current toll collection methods (i.e. manual and Autotoll lanes).
 
     After the implementation of the HKeToll in the TSCA, motorists can only use the HKeToll to pay the tunnel toll. The toll service provider has so far issued vehicle tags to more than 340 000 registered vehicle owners who have submitted applications. The TD urged registered vehicle owners who have not applied for a vehicle tag to make an application as soon as possible. The toll service provider will take about five business days to process applications for vehicle tags. Registered vehicle owners are reminded to allow sufficient time for application.
 
     Those who have received the vehicle tag should follow the instructions to install the vehicle tag, register the HKeToll account, associate the vehicle to the account and set up the auto-payment means to enjoy the convenience brought by the HKeToll.      If a registered vehicle owner fails to use the HKeToll to pay the toll, the automatic number plate recognition technology of the HKeToll can detect the vehicle passing the tolled tunnel. The toll service provider will send an electronic payment notice to the registered vehicle owner. He/she must log in to the HKeToll website or mobile app within 14 business days to check and pay the outstanding toll, either by credit card, by following instructions to generate a QR code to pay via the Faster Payment System, or at 7-Eleven convenience stores by cash. Payments of outstanding tolls can also be made at the four customer service centres and four service outlets (see Annex). Late payments will incur a surcharge.
 
     In addition, temporary traffic arrangements will be implemented in phases in the vicinity of the TSCA from 11pm on February 25 (Saturday). Both directions of Eagle Nest Tunnel, Sha Tin Heights Tunnel and Tai Wai Tunnel and their connecting roads will be temporarily closed from 2am to 5am on February 26 to facilitate the works to close the toll booth facilities, amend traffic signs and road markings, etc for tying in with the implementation of the HKeToll. Motorists are advised to allow a sufficient journey time and use alternative routes, such as Tai Po Road and Lion Road Tunnel, to travel between Kowloon and Sha Tin. Traffic signs and road markings will be provided on-site to guide motorists.
 
     The on-site equipment, backend system and user interface of the HKeToll have been tested. Fine-tuning and optimisation work has also been made in response to opinions gathered in the Transport Trade Pilot Scheme held in January 2023. The TD and the toll service provider have organised a number of workshops to introduce the HKeToll to the transport trade and facilitate their applications for vehicle tags and registration of accounts.
 
     Following the TSCA, the TD plans to extend the HKeToll to Shing Mun Tunnel and Lion Rock Tunnel in the first quarter of 2023, and gradually to all government-tolled tunnels within the year.
