TD reminds eligible persons to make early arrangements for Closed Road Permit for Cross-Boundary Vehicles applications

     In view of the resumption of normal travel of persons between Hong Kong and the Mainland in phases starting January 8 in an orderly manner, it is expected there would be an increase in demand for the Closed Road Permit for Cross-Boundary Vehicles (Closed Road Permit) applications. The Transport Department (TD) today (January 11) reminded eligible persons to submit their applications as early as possible to avoid a longer waiting time or application delay.
 
     The applicant should first obtain an Approval Notice (Mainland Approval Notice) issued by the Guangdong Public Security Department, and then bring along the valid Mainland Approval Notice to the TD for the application of a Closed Road Permit. The applicant should use the correct application form and read the Notes For Attention on the application form carefully:

     If the existing Closed Road Permit has expired for over six months, the application will be regarded as a new application and will require a longer processing time. Closed Road Permit applicant should provide the following relevant supporting documents:
 
  1. A copy of valid Hong Kong Vehicle Registration Document; and
  2. Certified copy of the latest Company Particulars Search results within the last year provided by the Companies Registry or the latest Annual Return within one year (certified by the Companies Registry or a Hong Kong Certified Public Accountant or solicitor), etc. 
 
     If the submitted documents are in order, the normal processing time upon receipt of the application is as follows:
 
  1. Renewal application (Closed Road Permit is expired within six months) could be completed in one working day; and
  2. New application (yet to submit any application for Closed Road Permit before, or Closed Road Permit is expired for over six months) could be completed in five working days.
 
     Eligible persons are reminded that renewal applications may be made before the expiry of the Closed Road Permit. The applicant may apply for renewal of a Closed Road Permit within four months prior to the expiry date of the existing permit. The new permit will be valid from the expiry date of the existing permit.
 
     Applicants may submit applications with the supporting documents, in person or by agent to the TD's Cross Boundary Unit (Address: Room 1032, 10/F, Harbour Building, 38 Pier Road, Central, Hong Kong) from 9am to 4.45 pm from Monday to Friday (excluding public holiday). For application submitted by an agent, the agent must produce identity proof for record. Applicants may also submit applications by post or via the drop-in box placed at the Cross Boundary Unit.
