Special polling stations to be set up for 2023 Kaifong Representative Election

     The 2023 Kaifong Representative Election will be held on January 15 (Sunday). The Home Affairs Department (HAD) will set up special polling stations at the Penny's Bay Community Isolation Facility and Ex-Buddhist Wai Yan Memorial College at Cheung Chau for registered electors who are unable to cast their votes at their ordinary polling station on the polling day due to local isolation measures.
 
     The arrangements are applicable to registered electors (collectively referred to as affected electors) who are unable to cast their votes at their ordinary polling station on the polling day due to the following situations:
 
  1. under isolation in community isolation facilities;
  2. undergoing home isolation; and
  3. under isolation in hotels/guest houses.
 
     The HAD will set up a 24-hour dedicated hotline (Tel: 3693 4769) starting from today (January 9) to handle applications of affected electors and arrange transportation according to the need of individual affected electors, so as to enable them to travel between the special polling stations and their present isolation premises. To allow sufficient time for disinfection and delivery of ballot papers to the counting station of the Cheung Chau Market Town after the close of the poll at the special polling stations, the polling hours of the special polling stations are specified to be noon to 5pm on January 15.
 
     Registered electors who wish to apply for the above-mentioned special polling arrangements should immediately contact the 24-hour dedicated hotline for assistance after receiving the isolation orders issued by the Centre for Health Protection. Applications must be made before 8pm on January 14 (Saturday) for the HAD to co-ordinate transportation arrangements. As for electors who are already in the Penny's Bay Community Isolation Facility or undergoing home isolation at Cheung Chau on the polling day, they may apply before noon on the polling day. To ensure smooth conduct of the election, all applications submitted after the specified time will not be accepted.
 
     The HAD may update the special polling arrangements as appropriate having regard to the latest position of the isolation measures, and make any necessary announcements via a press release and the website of the Rural Representative Election (www.had.gov.hk/rre).
