Mr Lee said that primary healthcare is the first point of contact to the healthcare system for members of the public and it plays a crucial part in improving the overall health of the citizens. The DHCs hold an important position in primary healthcare. They will take up the work in the co-ordination of services, identification of people with high health risks and referral of relevant persons for healthcare attention under the concept of "Family Doctor for All" and the Chronic Diseases Co-Care Scheme put forward in the Primary Healthcare Blueprint.
At present, all 18 districts are served by either a DHC or DHC Express. Aside from providing services at core centres, these DHCs or DHC Expresses also contact and serve the citizens via its satellite centres or through outreach vehicles/teams.
The Wong Tai Sin DHC, which is located at Kai Chuen Court of Diamond Hill, is operated by Hong Kong Sheng Kung Hui Welfare Council Limited. It has commenced services in phases since the end of June last year. The DHC houses a multidisciplinary team including nurses, allied health professionals, pharmacists, social workers and supporting staff, to provide citizens with Government subsidised primary healthcare services, including health promotion, health assessment and screening, chronic disease management and community rehabilitation. The DHC also engages medical and healthcare services providers practicing within or nearby the district to form a multidisciplinary network, and collaborates with community health services partners in the districts, with a view to co-ordinating service referrals for residents in need.
The DHC is equipped with a health assessment zone where nurses and pharmacists provide health assessment and counselling, and activity rooms for conducting health education and chronic disease management courses, supplemented by a health resources room for the promotion of healthy lifestyle and a healthy kitchen for offering advice on healthy eating. In addition, innovative technology is applied in the rehabilitation room, multi-exercise room, and interactive sensory and activity rooms to provide members with effective chronic disease management and community rehabilitation services.
The opening hours of the Wong Tai Sin DHC are 10am to 9pm on Mondays and Thursdays, 10am to 8pm on Tuesdays, Wednesdays, Fridays and Saturdays. The DHC is closed on Sundays and public holidays. Also attending the opening ceremony today were the Secretary for Health, Professor Lo Chung-mau; the Archbishop and Primate of Hong Kong Sheng Kung Hui, The Most Reverend Andrew Chan; and the Chairman of the Board of Directors and the Executive Committee of the Hong Kong Sheng Kung Hui Welfare Council, The Reverend Canon Peter Douglas Koon.
