Subsidy amount and eligibility for Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong in 2023/24 academic year announced

     The Education Bureau today (January 6) announced that in the 2023/24 academic year, the subsidy amount of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) will be adjusted upwards and the eligibility criteria will be rationalised to benefit students from different backgrounds.
 
     In accordance with the movement of the Composite Consumer Price Index, the annual subsidy amount of the NMTSS will be increased from $33,200 in the current academic year to $33,740. The adjusted level of subsidy will apply to both new and continuing eligible students. The subsidy is tenable for the normal duration of the programmes concerned. Eligible students enrolling in the relevant programmes will pay a tuition fee with the subsidy applied. Students in need may still apply for student financial assistance from the Student Finance Office of the Working Family and Student Financial Assistance Agency in respect of the actual amount of tuition fee payable.
 
     As announced in "The Chief Executive's 2022 Policy Address", the Government will, through the strategy of fostering industry-institution collaboration and diversified development, promote vocational and professional education and training (VPET) as a pathway parallel to conventional academic education, providing diversified learning and employment opportunities for young people. To this end, with effect from the 2023/24 academic year, the eligibility criteria of the NMTSS will be rationalised to benefit students from different backgrounds, including those with VPET qualifications. Specifically, local students admitted to eligible first-year-first-degree programmes, regardless of whether they have attained the "3322" requirement in the Hong Kong Diploma of Secondary Education Examination, will be eligible for the NMTSS. For students admitted to eligible top-up degree programmes, in addition to those with relevant sub-degree qualifications, students with other qualifications such as a VPET diploma will also be eligible for the scheme.      
 
     The NMTSS aims to provide a non-means-tested annual subsidy to eligible students pursuing full-time locally accredited local and non-local self-financing undergraduate programmes offered by eligible institutions in Hong Kong. The subsidy applies to all eligible local students enrolling in the programmes covered by the scheme. Applications for the subsidy need to be made through the institutions concerned.
