Special traffic arrangements for New Year's Eve

     Police will implement special traffic arrangements on Hong Kong Island and in Kowloon between December 31, 2022 and January 1, 2023 to facilitate the New Year celebration.

Hong Kong Island
----------------------

1. Central

A. Road closure

     The following roads will be closed from 2pm on December 31 to 5am of the following day:

- D'Aguilar Street between Wyndham Street and Wellington Street;
- Lan Kwai Fong;
- Wing Wah Lane;
- Wo On Lane;
- Wellington Street between Wyndham Street and D'Aguilar Street; and
- On Lan Street.

     The following roads will be closed from 8pm on December 31 to 1am of the following day:

- The uphill section of Stubbs Road after Stubbs Road roundabout will be closed to all goods vehicles with gross vehicle weight over 5.5 tonnes;
- Except for those with permits, all uphill traffic along Peak Road towards Harlech Road, Lugard Road and Mount Austin Road will be diverted downhill via the slip road beside the carpark entrance at the Peak Galleria;
- All lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout and along Magazine Gap Road between Peak Road and May Road;
- Northbound Peak Road between Peak Galleria and Mount Austin Road, except for authorised vehicles; and
- Barker Road, except for authorised vehicles.

     Depending on the crowd situation, the following roads may be closed:

(1) From 1pm on December 31 to 1am of the following day

- The slip road outside Lower Peak Tram Station (i.e. the slip road leading from Garden Road to World Wild Fund for Nature), except for franchised buses.

(2) From 2pm on December 31 to 5am of the following day

- D'Aguilar Street between Queen’s Road Central and Wellington Street;
- Wyndham Street between Glenealy and Queen's Road Central;
- Stanley Street between D’Aguilar Street and Cochrane Street;
- Wellington Street between D'Aguilar Street and Cochrane Street;
- Cochrane Street between Wellington Street and Stanley Street;
- Queen’s Road Central between Pedder Street and Pottinger Street; and
- Lyndhurst Terrace.

     Upon completion of traffic diversions, the crowd will be directed to queue up along Queen's Road Central, D'Aguilar Street, Stanley Street, Cochrane Street and Wellington Street. The whole section of D'Aguilar Street will be closed to vehicular traffic.

(3) From 9pm on December 31 until re-opening for traffic

- Yiu Sing Street;
- Loading and unloading area outside Central Ferry Piers Nos. 7, 8 and 9;
- Man Kwong Street;
- Man Fai Street; and
- Man Yiu Street between Man Kwong Street and Man Cheung Street.

B. Suspension of parking spaces

     All on-street parking spaces on the following streets will be suspended from 1pm on December 31 to 5am of the following day:
     
- Stanley Street near D'Aguilar Street;
- Wyndham Street between Arbuthnot Road and D'Aguilar Street; and
- On Lan Street.

     All on-street parking spaces on the following streets will be suspended from 5pm on December 31 to 1am of the following day:

- Man Kwong Street;
- Lung Wo Road; and
- Yiu Sing Street.

     All on-street parking spaces at the slip road outside Lower Peak Tram Station will be suspended from 1pm on December 31 to 1am of the following day.

     All on-street parking spaces at Victoria Park Garden on Mount Austin Road will be suspended from 7pm on December 31 to 1am of the following day.

2. Wan Chai

A. Road closure

     The following roads will be closed from 6pm on December 31 to 1am of the following day:

- The lay-bys at southbound Expo Drive East;
- The lay-bys at eastbound Hung Hing Road outside Wan Chai Temporary Promenade and Water Sports and Recreation Precinct;
- The lay-bys at westbound Wan Shing Street;
- The lay-bys at northbound Wan Shing Street; and
- The access road on eastbound Victoria Park Road near Causeway Bay Promenade.

     The section of Expo Drive East at the north of Expo Drive outside Golden Bauhinia Square including the pick-up and drop-off areas will be closed from 9pm on December 31 to 1am of the following day.

     The slip road of Central-Wan Chai Bypass Tunnel to Expo Drive, except for authorised vehicles, will be closed from 11pm on December 31 to 1am of the following day.

B. Suspension of parking spaces

     All on-street parking spaces at Hung Hing Road between Wan Sing Street and Police Officer's Club will be suspended from 4pm on December 31 to 1am of the following day.

     All on-street parking spaces at Expo Drive East will be suspended from 9pm on December 31 to 1am of the following day.

A. Road closure
 
     The following roads will be closed from 8pm on December 31:

- Eastbound and westbound Hung Hom Bypass between Salisbury Road and Hung Hom Road;
- Hung Hom Bypass between Salisbury Road and Metropolis Drive;
- Southbound Salisbury Road between Hong Chong Road and Hung Hom Bypass;
- Salisbury Road and eastbound and westbound Salisbury Road Underpass between Science Museum Road and Kowloon Park Drive;
- The at-grade slip road on eastbound Salisbury Road heading for westbound Salisbury Road;
- Hong Wan Path;
- Mody Lane;
- Mody Road;
- Mody Square;
- Granville Square;
- Granville Road between Chatham Road South and Science Museum Road, except for franchised buses and green minibuses;
- Southbound Chatham Road South between Cheong Wan Road and Salisbury Road;
- Southbound Chatham Road South between Cheong Wan Road and Granville Road, except for franchised buses and green minibuses;
- Northbound Chatham Road South between Granville Road and Salisbury Road;
- Southbound and northbound Carnarvon Road between Granville Road and Nathan Road;
- Hau Fook Street;
- Cameron Lane;
- Cameron Road;
- Humphreys Avenue;
- Prat Avenue;
- Hart Avenue;

     The following roads will be closed from 8.30pm on December 31:

- Northbound Kowloon Park Drive between Gateway Boulevard and Salisbury Road;
- Eastbound Salisbury Road between Canton Road and Kowloon Park Drive; and
- Star Ferry Bus Terminus.

     Depending on the crowd situation, the following roads may be closed:

- Southbound and northbound Nathan Road between Jordan Road and Austin Road;
- Eastbound Bowring Street between Pilkem Street and Nathan Road;
- Eastbound Tak Shing Street between Tak Hing Street and Nathan Road;
- Southbound Nathan Road between Austin Road and Granville Road;
- Pine Tree Hill Road;
- Carnarvon Road between Kimberly Road and Granville Road;
- Shun Yee Street;
- Granville Circuit;
- Northbound Chatham Road South between Observatory Road and Granville Road;
- Hillwood Road;
- Kimberly Road between Nathan Road and Observatory Road;
- Granville Road between Nathan Road and Chatham Road South;
- The first left lane of westbound Austin Road West leading to Austin Road West roundabout;
- Austin Road West roundabout near Museum Drive;
- Slip road of Austin Road West at-grade eastbound leading to westbound Austin Road West;
- Hung Luen Road between Wa Shun Street and Hung Lok Road;
- Oi King Street; and
- Kin Wan Street.

B. Traffic diversions

     Traffic diversions will be implemented on the following roads from 8pm on December 31:

- Vehicles on southbound Hung Hom Road will be directed to the roundabout at Hung Hom Bypass and Cheong Tung Road South;
- Vehicles on eastbound Metropolis Drive cannot turn right onto southbound Hung Hom Bypass;
- Vehicles on southbound Hung Hom Bypass will be diverted to turn right onto westbound Metropolis Drive;
- Vehicles on westbound Cheong Wan Road heading for Chatham Road South will be diverted to turn right onto northbound Chatham Road South or diverted via westbound Austin Road, except for franchised buses and green minibuses;
- Franchised buses and green minibuses along southbound Chatham Road South will be diverted to turn left onto eastbound Granville Road;
- Franchised buses along southbound Nathan Road will be diverted to turn right into westbound Public Square Street or westbound Jordan Road;
- Vehicles on southbound Canton Road will be diverted to make an U-turn onto northbound Canton Road outside China Hong Kong City;
- Vehicles on northbound Kowloon Park Drive cannot turn left onto southbound Canton Road;
- Vehicles on eastbound Salisbury Road will be diverted to turn left onto northbound Kowloon Park Drive;
- Vehicles on northbound Kowloon Park Drive cannot turn right onto Peking Road;
- Westbound Granville Road between Nathan Road and Carnarvon Road will be re-routed as one-way eastbound and vehicles on southbound Nathan Road will be diverted to turn left onto eastbound Granville Road;
- Vehicles on Science Museum Road cannot turn onto Mody Road and Granville Road;
- Vehicles on southbound Salisbury Road near Hong Chong Road will be directed to Tsim Sha Tsui East; and
- Vehicles on eastbound Granville Road will be diverted to turn left onto northbound Chatham Road South.

     Depending on crowd situation, the following traffic diversions may be implemented:

- Vehicles on southbound Nathan Road will be diverted to turn right onto westbound Jordan Road;
- Vehicles on westbound Jordan Road cannot turn left onto southbound Nathan Road;
- Vehciles on westbound Austin Road and southbound Cox’s Road cannot enter Pine Tree Hill Road;
- Vehicles on Observatory Road cannot enter westbound Kimberly Street;
- Vehicles on northbound Pilkem Street cannot turn right onto eastbound Bowring Street;
- Vehicles on eastbound Bowring Street will be diverted via northbound Pilkem Street;
- Vehicles on westbound Austin Road West will be directed to Nga Cheung Road Elevated Road;
- Vehicles on southbound Nga Cheung Road leading to Austin Road West roundabout will be diverted to turn left onto eastbound Austin Road West;
- Vehicles on westbound Hung Luen Road will be diverted to turn left onto Wa Shun Street;
- Vehicles on Wa Shun Street will be diverted to turn right onto eastbound Hung Luen Road;
- Vehicles on southbound Hung Lok Road cannot turn left onto eastbound Hung Luen Road; and
- Vehicles on eastbound Hung Luen Road will be diverted to turn left onto northbound Hung Lok Road.
 
C. Suspension of on-street parking spaces

     All on-street parking spaces along the closed road sections in Tsim Sha Tsui will be suspended from 3pm on December 31 to 3am of the following day.

D. Restriction of carpark access
 
     Vehicles parked in all car parks within the closed road area in Tsim Sha Tsui and West Kowloon Cultural District cannot enter or leave the carparks from about 8pm on December 31 until the road closure is lifted. Motorists are advised to park their vehicles in these carparks before the road closures and shall expect that their vehicles cannot leave the car parks until the uplifting of the road closures.
 
     Any vehicle found illegally parked within the precincts mentioned above will be towed away without prior notice, and may subject to multiple ticketing.
 
     Depending on actual traffic and crowd conditions in the areas, appropriate traffic arrangements and crowd safety management measures will be implemented. Members of the public are advised to use public transport to go to the above areas and exercise tolerance and patience and take heed of instructions of the Police on site.
