Appointments to SCCS and SCDS

The Government announced today (December 30) that the Chief Executive has made appointments and re-appointments to the Standing Commission on Civil Service Salaries and Conditions of Service (SCCS) and the Standing Committee on Disciplined Services Salaries and Conditions of Service (SCDS). The appointments of members will be effective from January 1, 2023.

For the SCCS, the Chief Executive has re-appointed Dr Pang Yiu-kai as Chairman, and Ms Christina Maisenne Lee, Dr Miranda Lou Lai-wah, Mr Joseph Luc Ngai, Ms Vena Cheng Wei-yan, Ms Ada Leung Ka-lai and Mr Laurence Li Lu-jen as members. The Chief Executive has also appointed Mr Adrian Wong Koon-man, Ms Irene Chow Man-ling, Ms Ivy Cheung Wing-han and Dr Billy Mak Sui-choi as members. The above appointments will be for a period of two years.

For the SCDS, the Chief Executive has re-appointed Dr Chui Hong-sheung as Chairman, and Mr Wilfred Wong Kam-pui and Mr Mac Chan Ho-ting as members. Mr Wong is also re-appointed as Chairman of the General Disciplined Services Sub-committee of the SCDS. The Chief Executive has also appointed Mr Dennis Ho Chiu-ping, Ms Sonia Cheng Chi-man, Mr Peter Yan King-shun and Ms Lisa Lau Man-man as members. The above appointments will be for a period of two years.

In addition, the Chief Executive has appointed Mr Herbert Hui Leung-wah, an incumbent member of the SCDS, as Chairman of the ICAC Sub-committee of the SCDS for a period of one year.

The Government expresses its sincere gratitude to retiring SCCS members Mr Lee Luen-fai and Ms Elaine Lo Yuen-man, as well as retiring SCDS members Mr Philip Tsai Wing-chung, Ms Ivy Cheung Wing-han, Ms Quince Chong Wai-yan and Mrs Edith Chan Ngan Man-ling, for their invaluable contribution to the work of the SCCS and the SCDS.

The SCCS tenders advice to the Chief Executive on matters concerning pay and conditions of service of non-directorate civilian civil servants. Other serving members are Mr Chan Chun-ying, Mrs Betty Yuen So Siu-mai, Ms Dilys Chau Suet-fung and Mr Victor Lam Hoi-cheung.

The SCDS advises the Chief Executive on issues relating to the pay and conditions of service of the disciplined services. Other serving members are Dr Sigmund Leung Sai-man, Mr Tony Tse Wai-chuen, Mr Ivan Sze Wing-hang, Ms Katherine Cheung Marn-kay and Ms Loretta Fong Wan-huen.
