Crowd safety management measures and special traffic arrangements for Christmas on Hong Kong Island and Kowloon

     Police will implement crowd safety management measures and special traffic arrangements at Lan Kwai Fong, Central, Tsim Sha Tsui and Yau Ma Tei from December 24 (Saturday) to December 25 (Sunday) to facilitate the public to celebrate the festive season. Police reminded members of the public to observe relevant anti-epidemic regulations in order to prevent the spread of COVID-19.
 
Lan Kwai Fong

A. Crowd safety management measures
 
     As a large number of people is expected, crowd management measures will be implemented in Lan Kwai Fong area. It could take a long time to enter Lan Kwai Fong. Please follow the Police's instruction and queue patiently.
    
     Members of the public are urged not to bring or discharge aerosol spray in the vicinity as it may be hazardous to people nearby. Parents are advised not to bring children into the area.
 
B. Road closure
 
     The following roads will be closed from 2pm on December 24 to 5am on December 25:
 
- D'Aguilar Street between Wyndham Street and Wellington Street;
- Lan Kwai Fong;
- Wing Wah Lane;
- Wo On Lane;
- Wellington Street between Wyndham Street and D'Aguilar Street; and
- On Lan Street.
 
     Depending on the crowd situation, the following roads may be closed:
 
- Stanley Street between D’Aguilar Street and Cochrane Street;
- Wyndham Street between Glenealy and Queen's Road Central;
- D'Aguilar Street between Queen’s Road Central and Wellington Street;
- Wellington Street between D'Aguilar Street and Cochrane Street;
- Cochrane Street between Wellington Street and Stanley Street;
- Lyndhurst Terrance; and
- Queen’s Road Central between Pedder Street and Pottinger Street.
 
     Upon completion of traffic diversions, the crowd will be directed to queue up along Queen's Road Central, D'Aguilar Street, Stanley Street, Cochrane Street and Wellington Street. The whole section of D'Aguilar Street will be closed to vehicular traffic.
 
C. Suspension of on-street parking spaces
 
     All on-street parking spaces on the following streets will be suspended from 1pm on December 24 to 5am on December 25:
 
- Stanley Street near D’Aguilar Street;
- Wyndham Street between Arbuthnot Road and D'Aguilar Street; and
- On Lan Street.
 
Tsim Sha Tsui and Yau Ma Tei

A. Crowd safety management measures
 
     Christmas Eve celebration is expected to attract a large number of people to the Tsim Sha Tsui area. Depending on the prevailing situation, Police will implement crowd safety management measures.

B. Road closure and traffic diversions
 
     The following roads will be closed from 7pm on December 24 until re-opening for traffic:
 
- Salisbury Road and Salisbury Road Underpass between Chatham Road South and Kowloon Park Drive;
- The fast and middle lane on southbound Chatham Road South between Mody Road and Salisbury Road;
- Southbound Canton Road between Gateway Boulevard and Salisbury Road;
- Southbound Kowloon Park Drive between Gateway Boulevard and Salisbury Road;
- Northbound Nathan Road between Austin Road and Salisbury Road;
- Southbound Nathan Road between Granville Road and Salisbury Road;
- Ashley Road;
- Hankow Road;
- Lock Road;
- Middle Road;
- Peking Road;
- Ichang Street;
- Haiphong Road;
- Museum Drive; and
- Cultural Drive.
 
     The following roads will be closed from 7.30pm on December 24 until re-opening for traffic:
 
- Northbound Kowloon Park Drive between Gateway Boulevard and Salisbury Road;
- Eastbound Salisbury Road between Canton Road and Kowloon Park Drive; and
- Star Ferry Bus Terminus.
 
     The following roads will be closed from 10pm on December 24 until re-opening for traffic:
 
- The slow lane on westbound Austin Road West near Nga Cheung Road; and
- The slip road of eastbound Austin Road West at-grade leading to westbound Austin Road West.
 
     During the above road closure period, the following traffic diversions will be implemented:
 
- Vehicles on southbound Canton Road will be diverted to make a U-turn onto northbound Canton Road outside China Hong Kong City;
- Vehicles on northbound Kowloon Park Drive cannot turn left onto southbound Canton Road;
- Granville Road between Nathan Road and Carnarvon Road will be re-routed as one-way eastbound and vehicles on southbound Nathan Road will be diverted to turn left onto eastbound Granville Road;
- Vehicles on southbound Chatham Road South cannot turn right onto westbound Salisbury Road; and
- Vehicles on westbound Austin Road West cannot turn right into northbound Nga Cheung Road and will be diverted via Nga Cheung Road elevated road.
 
C. Suspension of on-street parking spaces
 
     All on-street parking spaces on the following streets will be suspended from 3pm on December 24 to 5am on December 25:
 
- Canton Road;
- Hankow Road;
- Kowloon Park Drive; and
- Middle Road.

D. Restriction of carpark access
 
     Vehicles parked in all car parks within the closed road area in Tsim Sha Tsui and West Kowloon Cultural District cannot enter or leave the carparks from about 7pm on December 24 until the road closure is lifted. Motorists are advised to park their vehicles in these carparks before the road closures and shall expect that their vehicles cannot leave the car parks until the uplifting of the road closures.
 
     Any vehicle found illegally parked within the road closure precincts mentioned above will be towed away without prior notice, and may subject to multiple ticketing.
 
     Depending on actual traffic and crowd conditions in the areas, appropriate traffic arrangements and crowd safety management measures will be implemented. Members of the public are advised to use public transport to go to the above areas and exercise tolerance and patience and take heed of instructions of the Police on site.
