Appointment of Non-official Members to ICAC-Related Committees

     The Government announced today (December 22) that the Chief Executive has made appointments and re-appointments to the four Independent Commission Against Corruption (ICAC) advisory committees, namely the Advisory Committee on Corruption (ACOC), the Operations Review Committee (ORC), the Corruption Prevention Advisory Committee (CPAC) and the Citizens Advisory Committee on Community Relations (CACCR), and to the ICAC Complaints Committee (ICC). All of the appointments and re-appointments are for a term of two years with effect from January 1, 2023. 
 
ACOC
 
     The Chief Executive has re-appointed Executive Council Member Mr Martin Liao Cheung-kong as the Chairman of the ACOC. Ms Au King-chi and Ms Irene Chow Man-ling have been re-appointed to the ACOC as members. The Chief Executive has also appointed Legislative Council (LegCo) Members Dr Lo Wai-kwok and Mr Chan Yung as new members to the ACOC. 
 
     Dr Lo Wai-kwok is an engineer by profession. He is currently a member of the Airport Authority and the Lantau Development Advisory Committee.
 
     Mr Chan Yung is a registered social worker. He is a member of the Fisheries Development Loan Fund Advisory Committee.
 
     The ACOC advises the Commissioner of the ICAC on any aspects of the problem of corruption in Hong Kong, and keeps the operational, staffing and administrative policies of the ICAC under review.  
 
ORC
 
     The Chief Executive has re-appointed Professor David Hui Shu-cheong, Mr Johnson Kong Chi-how, Mr Richard Kendall Lancaster, Professor Li Pang-kwong, Ms Melissa Kaye Pang and Ms Nicole Yuen Shuk-kam as members of the ORC. LegCo Member Ms Carmen Kan Wai-mun and Mr Samuel Chan Ka-yan have been newly appointed to the Committee as members.

     Ms Carmen Kan Wai-mun is the General Counsel of a bank. She is a member of the Personal Data (Privacy) Advisory Committee.

     Mr Samuel Chan Ka-yan is a practicing barrister. He is the Chairman of the Competition Commission and a Deputy Chairman of the Appeal Board Panel (Town Planning).
 
     The ORC oversees all ICAC investigations. It reviews corruption complaints received and investigations conducted by the ICAC to ensure that they are handled effectively and efficiently. It also examines circumstances where search warrants are authorised by the Commissioner, where persons have been put on bail for more than six months, and where investigations have been lasting for over a year or require substantial resources.
 
CPAC

     The Chief Executive has re-appointed LegCo Member Ms Doreen Kong Yuk-foon, Miss Mabel Chan Mei-bo and Mr Winson Woo Lap-kee as members of the CPAC. Mr Stephen Chan Man, Mr William Junior Guilherme Doo, Ms Amelia Fok Ching-yin, Mr Jonathan Lee Man-kwong and Mr Hendrick Sin have been appointed as new members of the Committee. 
 
     Mr Stephen Chan Man is the Deputy Chief Executive of a bank. He is a member of the Social Enterprise Advisory Committee.
 
     Mr William Junior Guilherme Doo is a solicitor and the Executive Director of a listed company. He is a member of the Correctional Services Department Complaints Appeal Board.
 
     Ms Amelia Fok Ching-yin is a registered professional surveyor and the Director of a consultant company. She is serving on a number of boards and committees, including the Advisory Committee on Countryside Conservation, Appeal Board Panel (under the Construction Workers Registration Ordinance) and Appeal Board (Hotel and Guesthouse Accommodation).
 
     Mr Jonathan Lee Man-kwong is the Deputy Managing Director of a property and facility management company. He is a member of the Appeal Board Panel (under the Construction Workers Registration Ordinance), the Lift and Escalator Safety Advisory Committee and the Registered Inspectors' Disciplinary Board Panel.
 
     Mr Hendrick Sin is the co-founder and Executive Director of an information technology company. He is a member of the Enterprise Support Scheme Assessment Panel.
 
     The CPAC receives and calls for reports from the ICAC about practices and procedures of government departments, public bodies and the private sector which may be conducive to corruption. It also advises the Commissioner on what areas should be examined and the degree of priority to be accorded to each.
 
CACCR
 
     The Chief Executive has re-appointed Mr Mac Chan Ho-ting, Mr Webster Ng Kam-wah, Mr Victor Pang Wing-seng, Dr Rocky Tung Yat-ngok and Mr Wong Wai-kit as members of the CACCR. Ms Amy Chan Lim-chee, Ms May Chan Suk-mei, Dr Albert Chau Wai-lap, Dr Bobby Liu Kam-hing and Mr Andy Wan Ka-kit have been appointed as new members of the Committee.
 
     Ms Amy Chan Lim-chee is Head of Racing Talent Training and Headmistress of the Apprentice Jockeys' School, the Hong Kong Jockey Club. She is a member of the Community Investment and Inclusion Fund Committee and the Correctional Services Department Complaints Appeal Board.
 
     Ms May Chan Suk-mei is the host of radio programmes on social affairs. She is a member of the Family Council and the Law Reform Commission of Hong Kong.
 
     Dr Albert Chau Wai-lap is the Vice-President (Teaching and Learning) of the Hong Kong Baptist University. He is a member of the Council of Hong Kong Baptist University and the Council of the Hong Kong Metropolitan University.
 
     Dr Bobby Liu Kam-hing is the Chief Executive Officer of a local company. He is a member of the CreateSmart Initiative Vetting Committee and the Enterprise Support Scheme Assessment Panel.
 
     Mr Andy Wan Ka-kit is the Principal of a secondary school. He is a member of the Community Investment and Inclusion Fund Committee. 
 
     The CACCR advises the Commissioner on appropriate measures to foster public support in combating corruption and to educate the public against the evils of corruption. It also monitors community response to the ICAC's work and public attitudes towards corruption in general.

ICC
 
     The Chief Executive has re-appointed Mr Laurence Li Lu-jen and Mr Stephen Yiu Kin-wah as members of the ICC.
 
     The ICC monitors the handling of non-criminal complaints against the ICAC, reviews the ICAC procedures and practices which may lead to complaints, and makes recommendations when necessary.
 
     The Government expresses its gratitude to all outgoing members of the above-mentioned committees, who are retiring on December 31, 2022. Their valuable contributions to the work of the respective committees are greatly appreciated.
 
     The updated non-official membership lists of the four ICAC advisory committees and the ICC are at the Annex.
