Draft Ngau Tau Kok and Kowloon Bay Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Ngau Tau Kok and Kowloon Bay Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Ngau Tau Kok and Kowloon Bay area," a spokesman for the Town Planning Board said today (December 16).

     The planning scheme area, covering about 341 hectares, is located in Kowloon East within Kwun Tong District. It is bounded by New Clear Water Bay Road and Clear Water Bay Road to the north, Kwun Tong Bypass to the west, Shun Yip Street and Chun Wah Road to the south, and Hong Ning Road, Sau Mau Ping Road and Lee On Road to the east.
 
     The approved OZP has incorporated the amendments shown on the draft Ngau Tau Kok and Kowloon Bay OZP No. S/K13/31, which mainly involve the following items:
 
(i) Rezoning two sites to the north and south of Kai Fuk Road Flyover in Kowloon Bay Action Area from "Other Specified Uses" annotated "Refuse Transfer Station", "Government, Institution or Community (1)" ("G/IC(1)") and areas shown as 'Road' to "Commercial (1)" and "Commercial (2)" ("C(2)") for commercial developments with a view to expediting the transformation of Kowloon East area into another core business district to support Hong Kong's long-term economic development;
 
(ii) Rezoning two parcels of land to the immediate west and southeast of the abovementioned "C(2)" zone from "G/IC(1)", "Other Specified Uses" annotated "Business" ("OU(B)") and areas shown as 'Road' to "Open Space";
 
(iii) Rezoning several strips of land to areas shown as 'Road' to reflect the latest and/or existing developments in the area, as well as indication of 'Pedestrian Precinct/Street' at Cheung Yip Street; and
 
(iv) Rezoning of the site of Yip On Factory Estate and the adjacent section of Wang Hoi Road from "OU(B)" and an area shown as 'Road' to "Residential (Group A)3" for public housing development.
 
     Opportunity is also taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning circumstances, where appropriate.
 
     The approved Ngau Tau Kok and Kowloon Bay OZP No. S/K13/32 is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Kowloon District Planning Office and (iv) the Kwun Tong District Office.
 
     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the OZP can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
