Labour Department launches special inspection exercise

     The Labour Department (LD) is highly concerned about the recent spate of fatal work accidents and is saddened by the deaths of three workers within three days. The department will seriously follow up on each work accident and will conduct full investigations to identify the causes of the accidents and ascertain the liability of the duty holders. The LD will take actions pursuant to the law if there are any violations of the occupational safety and health legislation.

     The LD will, depending on the nature of fatal work accidents, conduct special enforcement operations and comprehensive and in-depth inspections when necessary to deter operations that violate work safety regulations. If any violation is found, the department will immediately take enforcement action without issuing a prior warning.

     Concerning the fatal work accident that happened in a site in Yau Tong yesterday (December 14), the LD launched a territory-wide special inspection exercise starting today (December 15). During the exercise, the LD will inspect all the construction sites under the contractor concerned, including checking their safe systems of work. The department will take actions pursuant to the law if there is any violation of the legislations. The operation will last for a few days.

     To safeguard the safety of workers, the LD will continue to curb systemic safety risks of the construction industry at source and strengthen analyses of systemic safety problems behind serious accidents. The LD will issue a Systemic Safety Alert on similar accidents to all relevant stakeholders to alert the industry on systemic safety issues.

     A spokesman for the LD reiterated that the department has been adopting a zero-tolerance attitude towards work accidents. Immediate prosecution will be taken by the LD if violations that may cause casualties are found. Contractors and employers should provide plant and devise systems of work that are safe and without risk to health to safeguard the work safety of construction workers. Employees should co-operate with their employers, adopt all safety measures and use the provided personal protective equipment properly to avoid endangering their own work safety and that of other workers.
