The Hong Kong Police Force (HKPF) held the kick-off ceremony for the Cyber Attack and Defence Elite Training (CADET) 2022/23 - Youth Series at the Hong Kong Metropolitan University today (December 10) to launch the first large-scale cyber security promotion campaign for young people in the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area), in collaboration with partners from the Mainland and Macao. Over 2 000 young people aged between 14 and 24 from Hong Kong, Guangdong and Macao participated in the kick-off ceremony.

Speaking at the kick-off ceremony, the Commissioner of Police, Mr Siu Chak-yee, said that as of October 2022, the Police had received about 18 600 technology crime reports, representing an increase of more than 40 per cent when compared with the same period last year, and the loss amounted to $2.6 billion. The increases were most significant for the cases of online employment fraud, online investment fraud, online shopping fraud and “naked chat” blackmail. In view of this, the HKPF are committed to organising various activities and collaborating with different stakeholders to raise awareness of cyber security among the public, especially the youth.

Mr Siu pointed out that the training programme, with the theme of "Zero Trust" in cyber security, aimed at reminding young people that there were many hidden pitfalls in the online world and they should always be vigilant when surfing the Internet. In addition, young people from the Greater Bay Area would be invited to participate in the programme in order to promote cyber security awareness among their peers. It will also strengthen the cultural exchange amongst cyber security talents to complement the national development plan.

Other officiating guests at the kick-off ceremony included the President of the Hong Kong Metropolitan University, Professor Paul Lam; the Chairman of Hong Kong Capture the Flag Association, Mr Frankie Leung; and the Chairman of Association of I.T. Leaders in Education, Mr Albert Wong. Meanwhile, the Director of the Judiciary Police of the Macao Special Administrative Region Government, Mr Sit Chong-meng, and the Vice President of QI-ANXIN Technology Group, Mr Liu Jin, participated in the kick-off ceremony by videoconferencing to witness the official launch of the programme.

Organised by the Cyber Security and Technology Crime Bureau of the HKPF and co-organised by the Hong Kong Capture the Flag Association, Macao Judiciary Police and QI-ANXIN Technology Group, the CADET-2022/23 - Youth Series  aims to promote the concept of "Zero Trust" in cyber security through interactive online games and cyber defence competitions to enhance the knowledge of cyber security among the youth, and strengthen the collaboration of talents and organisations in cyber security in the Greater Bay Area. It also provides career planning for young people who are interested in cybersecurity, and identifies cybersecurity talents. The competition includes a game design competition, an online quiz and game platform, and a simulated cyber attack and defence competition. For more information, please visit www.hkcadet.net.
