EMSD receives MTRCL's preliminary report on Tseung Kwan O Line train incident

     The Electrical and Mechanical Services Department (EMSD) today (December 8) received the preliminary investigation report related to the Tseung Kwan O Line train incident on December 5 submitted by the MTR Corporation Limited (MTRCL) as requested by the Government.

     Railway safety is of the utmost importance. The EMSD immediately commenced an on-site investigation after the incident. The preliminary investigation report submitted by the MTRCL indicated that the incident was suspected to have been caused by a loosened component part of a train coupler. After the incident, the two train cars were still connected but the gangway linking the two cars was extended. A detailed investigation will be conducted as to the root cause of the incident. The MTRCL has been requested by the EMSD to submit a detailed report on the incident with improvement measures and an implementation plan in two months.

     As instructed by the EMSD, the MTRCL conducted a fleet check of the same model of couplers in the current fleet. The original equipment manufacturer of the coupler confirmed that the operating couplers in the fleet are safe. The EMSD will continue to follow up on the investigation, and urge the MTRCL to formulate appropriate follow-up actions and improvement measures to enhance railway safety.
