Legislative Council Election Committee constituency by-election poll cards delivered to Election Committee members

     The Registration and Electoral Office (REO) has delivered to all Election Committee (EC) members their poll cards and other electoral documents on the arrangements for the 2022 Legislative Council (LegCo) Election Committee constituency (ECC) by-election to be held on December 18, including information on the time slot to vote recommended in accordance with the five EC sectors.
 
     "Items posted include the poll card; a name badge; a note on the polling and counting procedures and the voting instructions; a layout plan of the ECC polling station and the central counting station (including the media centre); an Introduction to Candidates leaflet; a checklist for the polling day; and a transportation map to the polling station. If any EC member has yet to receive the poll card and related electoral documents, please call the election hotline at 2891 1001," a spokesman for the REO said today (December 8).
 
     The polling station for this by-election will be set up in Hall 3E on 3/F, Hong Kong Convention and Exhibition Centre (HKCEC), Wan Chai. Polling hours will be from 9am to 11.30am. To prevent the spread of the Coronavirus Disease 2019, the REO encourages EC members to vote according to the five time slots recommended in accordance with the five EC sectors.
 
     "The poll will close at 11.30am. In anticipation of busy traffic on the polling day in the vicinity of the HKCEC, EC members are recommended to allow sufficient time to travel to the polling station. In addition, due to limited parking spaces at the venue, we encourage EC members to go to the polling station by public transport. EC members who arrive at the polling station after 11.30am will not be able to cast their votes in this by-election," the spokesman said.
 
     "EC members should bring the original of their Hong Kong permanent identity card or other specified alternative documents. Staff will make use of the Electronic Poll Register system for issuing ballot papers. EC members should also bring their name badge to gain access to areas relevant to this by-election in the HKCEC.
 
     "At present, there is no electoral law requiring electors to use the 'LeaveHomeSafe' mobile application and meet the requirements of the Vaccine Pass when entering polling stations, but we encourage EC members to use the 'LeaveHomeSafe' app and observe the requirements of the Vaccine Pass. Whether EC members use the 'LeaveHomeSafe' app and meet the Vaccine Pass requirements or not will not affect their voting rights."
 
     After the close of poll, all ballot boxes will be delivered to the counting zone of the central counting station in Hall 3D on 3/F, HKCEC. Central counting arrangements with the use of an optical mark recognition system will be adopted to count the votes in this by-election. The counting of votes will also be broadcast live at the media centre in Halls 3B-3C on 3/F, HKCEC.
 
     Members of the public can observe the count and watch the announcement of election result in the public galleries of the counting zone and media centre in the central counting station respectively. The REO will make arrangements for a maximum of 130 members of the public to enter the public galleries on a first-come, first-served basis until full capacity is reached. Details of the admission arrangement will be published on the election website (www.elections.gov.hk) in due course.
 
     Six validly nominated candidates will compete for four membership vacancies in the LegCo ECC in this by-election. Adopting the "block vote" voting system, each EC member must vote for not more than or less than four candidates, otherwise the ballot paper will be regarded as invalid. The four candidates who obtain the greatest number of votes will be returned in the by-election.
