The following is issued on behalf of the Electoral Affairs Commission:

The Chairman of the Electoral Affairs Commission (EAC), Mr Justice David Lok, inspected a hands-on training session organised by the Registration and Electoral Office (REO) provided to the polling staff of the 2022 Legislative Council Election Committee constituency (ECC) by-election today (December 8) to see for himself the training and give encouragement to the electoral staff.

The Legislative Council ECC by-election will take place at the Hong Kong Convention and Exhibition Centre (HKCEC) on December 18 (Sunday).

Mr Justice Lok said an ECC polling station will be set up for the by-election for not more than 1 500 Election Committee members to cast their votes. Polling hours will be from 9am to 11.30am. Hands-on training enables about 370 polling staff to familiarise themselves with the Electronic Poll Register (EPR) system for issuance of ballot papers, polling procedures and measures in response to contingency situations, which are conducive to the smooth conduct of the poll.

Members of the EAC Mr Arthur Luk, SC, and Professor Daniel Shek, were also present during the visit to the training session.

The REO conducts a series of online and hands-on training sessions for polling staff. The sessions cover the set-up and preparatory work for the polling station, operation and contingency measures of the EPR system, compilation of statistical returns, collation of electoral documents and execution of various anti-epidemic arrangements. The REO will also provide online videos and quizzes for polling staff to further familiarise themselves with the by-election workflow.

The REO will continue to arrange various types of training for polling and counting staff including on-site drills at the HKCEC. The training aims to enhance the staff's practical experience; further familiarise themselves with the procedures of each stage of work; while at the same time strengthen their co-ordination and response capabilities for the smooth conduct of the poll and the count on the by-election day.
