HKSAR Government to hold 2022 Constitution Day Seminar

     To enhance public understanding of the constitutional basis of the country and Hong Kong, the Hong Kong Special Administrative Region (HKSAR) Government and the Liaison Office of the Central People's Government in the HKSAR will jointly hold a seminar on Constitution Day tomorrow (December 4), with the Endeavour Education Centre as the supporting organisation.
 
     On November 1, 2014, the Standing Committee of the 12th National People's Congress (NPCSC) decided to designate December 4 of each year as Constitution Day and conduct promotion of and education activities on the Constitution through multiple channels, in order to heighten public awareness of the Constitution, promote the spirit of and enhance the implementation of the Constitution, and advance the overall law-based governance of the country.
 
     This year marks the 40th anniversary of the promulgation and implementation of the existing Constitution of the People's Republic of China (the Constitution). As stated in the Report to the 20th National Congress of the Communist Party of China, which was just smoothly convened, it is imperative to fully, faithfully and resolutely implement the policy of "one country, two systems", under which the people of Hong Kong administer Hong Kong with a high degree of autonomy, to remain committed to law-based governance in Hong Kong, and to maintain constitutional order in the HKSAR as stipulated in the Constitution and the Basic Law. Also, this year marks the 25th anniversary of Hong Kong's return to the motherland, which represents a significant milestone in the implementation of "one country, two systems". As Hong Kong is now ready for a new stage of advancing from stability to prosperity, the Seminar will be conducted on the theme "Constitution and New Journey of the New Era" to actively explore how the Constitution takes a more vital role in the development of "one country, two systems" at the critical moment when our country embarks on a new journey and Hong Kong enters a new stage in the new era.

     The Seminar comprises two parts, namely a keynote speech and a panel discussion. The keynote speech will be delivered by the President of the Chinese Association of Hong Kong and Macao Studies, Mr Deng Zhonghua. The panel discussion will be moderated by the Chairman of the Management Committee of the Endeavour Education Centre, Mrs Rita Fan, who will host a discussion on the vital role of the Constitution on the new journey of the new era with the Vice-chairperson of the HKSAR Basic Law Committee of the NPCSC, Ms Maria Tam, and Member of the Legislative Council Dr Simon Lee.

     The Seminar will be held in the Hong Kong Convention and Exhibition Centre from 3pm to 4.35pm tomorrow, and broadcast simultaneously at webcast.info.gov.hk and on the Facebook page of the Constitutional and Mainland Affairs Bureau (www.facebook.com/cmab.gov.hk).
