Arrangement of assisting cross-boundary vehicles stranded in Mainland or Macao to return to Hong Kong for vehicle examination extended to June next year

     The Transport Department (TD) announced today (December 2) that the facilitation measures to assist cross-boundary vehicles with expired Hong Kong vehicle licences to return to Hong Kong from the Mainland or Macao launched at the end of last year will be extended from December 18 in order to enable them to receive vehicle examinations in Hong Kong and renew their Hong Kong vehicle licences.

     The TD launched the facilitation measures on December 13 last year, allowing cross-boundary vehicles stranded in the Mainland or Macao to return to Hong Kong to receive vehicle examinations and renew their Hong Kong vehicle licences starting from December 27, 2021. The arrangement was extended to December 31, 2022, in June this year, and the TD will now further extend the arrangement to June 30, 2023. Eligible cross-boundary vehicles may be driven back to Hong Kong on a specified date via the Hong Kong-Zhuhai-Macao Bridge (HZMB) port along a designated route to a designated car park/location for parking. The vehicle may then be transferred via a self-arranged towing service to a local designated car testing centre for vehicle examination prior to their arrangement for vehicle licence renewal.

     Under the facilitation measures, eligible vehicle owners should apply to the TD two weeks in advance of the planned date of return. An approval letter will be issued to successful applicants. The approved vehicle should be driven by a designated driver via the HZMB port on the date specified in the approval letter. There is a daily limit set for the number of vehicles to return to Hong Kong. The TD urged the applicants to submit their applications as early as possible.

     The TD will publish in the Gazette a notice to exempt the cross-boundary vehicles approved to return to Hong Kong on a specified date from the regulations on vehicle registration and licensing.

     The eligibility and application method remain the same. Eligible vehicle owners may submit their application to the TD in person or by agent by email, by post or through a drop-in box two weeks in advance of the planned date of return.
