HKSAR Government holds sharing session on spirit of 20th National Congress of CPC (with photos/video)

     The Hong Kong Special Administrative Region (HKSAR) Government today (November 16) held a sharing session on the spirit of the 20th National Congress of the Communist Party of China (CPC) at the Central Government Offices to facilitate a deeper understanding of the spirit of the 20th National Congress for participants. 

     The sharing session was hosted by the Chief Executive, Mr John Lee. Invited to attend the session, the Director of the Liaison Office of the Central People's Government in the HKSAR, Mr Luo Huining, shared his views. The session was attended by about 120 participants, including Principal Officials of the HKSAR Government, Members of the Executive Council and Legislative Council, Permanent Secretaries, Heads of Department, and other senior officials.

     On behalf of the HKSAR Government, Mr Lee expressed his gratitude to Director Luo for his sharing, which enlightened the participants on the means, attitude and targets of learning the spirit of the 20th National Congress of the CPC, and deepened their understanding of the spirit of the Congress.

     Addressing the session, Mr Lee said that the report of the 20th National Congress has thoroughly summarised the historic achievements of the implementation of "one country, two systems" from overall and strategic perspectives. It fully demonstrates that "one country, two systems" is not only a good policy which safeguards the national sovereignty, security and development interests of the country, maintains the long-term prosperity and stability of Hong Kong, and serves the fundamental interests of the residents of Hong Kong, but also resolves similar historical issues and promotes peaceful development of the world.

     "The report of the 20th National Congress profoundly illustrated the new ideas, new thinking, and new strategies on 'one country, two systems', solemnly declared the major principles of the Central Government in governing Hong Kong and Macao, and put forward clear requirements for promoting the construction of governance systems and governance capacity of the HKSAR," said Mr Lee.

     Mr Lee added that it is important to properly implement the spirit of the 20th National Congress, uphold and improve the systems for implementing the "one country, two systems" principle, and ensure both the Central Government's overall jurisdiction and a high degree of autonomy in the HKSAR. It is also important to strengthen executive-led government in Hong Kong and enhance its overall governance and management capacity; to strive for economic development, livelihood improvements and better integration into the nation's overall development; to implement the principle of "patriots administering Hong Kong"; to enhance Hong Kong people's love for both the country and the city; and to improve the HKSAR's institutional mechanism in safeguarding national security, as well as to adopt bottom-line thinking and risk awareness.

     Mr Lee said that by upholding and improving the "one country, two systems" principle and being its good contributor and defender, Hong Kong will surely continue to shine through in the international arena.

     The Secretary for Justice, Mr Paul Lam, SC; the Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai; the Convenor of the Non-official Members of the Executive Council, Mrs Regina Ip; and Member of the Legislative Council Ms Starry Lee, also shared their views at the session.
