     ​The report delivered by General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping at the 20th National Congress of the CPC emphasises that the "one country, two systems" principle is the best institutional arrangement for ensuring sustained prosperity and stability in Hong Kong after its return to the motherland, which must be adhered to over the long term. The report also supports Hong Kong to play a greater role in realising the national rejuvenation by developing its economy, improving livelihoods and better integrating into the nation's overall development. The discussion on the "one country, two systems" principle mentioned in the report is a key action guide for Hong Kong to promote the transition from chaos to order and to advance from stability to prosperity. An accurate understanding of the spirit of the 20th National Congress of the CPC is conducive to ensuring the robustness of the "one country, two systems" principle and enabling Hong Kong to better integrate into the nation's overall development. The North District Office (NDO), the Sham Shui Po District Office (SSPDO), the Wong Tai Sin District Office (WTSDO), the Kwai Tsing District Office (K&TDO), the Sha Tin District Office (STDO) and the Central and Western District Office (C&WDO) each held sessions in recent days and invited different keynote speakers with the aim of enabling Hong Kong youths and district figures to concisely grasp the essentials and connotations from the report and implement the spirit of the 20th National Congress of the CPC.
 
     The NDO, together with the New Territories Association of Societies (NTAS) North District Committee held a session on "Spirit of the 20th National Congress of the CPC" at the conference room of the North District Office today (October 31). Hong Kong Deputy to the National People's Congress (NPC) and Member of Legislative Council (LegCo) Mr Chan Yung was invited as keynote speaker. He expressed that the 20th National Congress of the CPC provided the direction of Hong Kong's future development. Different sectors should grasp the spirit of the 20th National Congress of the CPC to elevate Hong Kong to a higher level and integrate Hong Kong into the overall development of the country. About 50 participants attended the session, including the Chairman of the NTAS North District committee, Mr Wan Wo-fai.
 
     The SSPDO, together with the Kowloon Federation of Associations Sham Shui Po District Committee and the Sham Shui Po Residents Association, held a study session on "Spirit of the 20th National Congress of the CPC" at Shek Kip Mei Community Hall yesterday (October 30). The former President of the LegCo, Mr Jasper Tsang, was invited as a keynote speaker. He summarised the key points of the Secretary General's report delivered at the opening session of the 20th National Congress of the CPC, and spelled out the key points of adhering to the "one country, two systems" principle over the long term, and the Central Authorities' full support to Hong Kong in better integrating itself into the nation's development. About 200 participants attended the session, including members of the committees under the SSPDO, leaders of district bodies as well as local residents. 
 
     The WTSDO, together with the Kowloon East Chaoren Association (KECA), held a session on "Spirit of the 20th National Congress of the CPC" at the ground floor of Lung Lok House, Lower Wong Tai Sin (II) Estate, on October 29. The Vice Chairmen of KECA, Mr Wilson Or, Mr Ng Kwong-lam and Mr Lau Chor-mo, and the District Officer (Wong Tai Sin), Mr Steve Wong, were invited as keynote speakers. They expressed that Hong Kong should acquire an accurate understanding of the spirit of the 20th National Congress of the CPC, steadfastly implement the principles of "one country, two systems" and "Hong Kong people administering Hong Kong with a high degree of autonomy", leverage on Hong Kong's roles as an international cosmopolitan city with its unique advantages under the principle of "one country, two systems" so as to contribute to the advancement for the rejuvenation of the Chinese nation. About 100 members of the KECA attended the session.
 
     The K&TDO, together with the Kwai Tsing Branch of the Democratic Alliance for the Betterment and Progress of Hong Kong, the Hong Kong Federation of Trade Unions New Territories West Office, the New Territories West Branch of the Business and Professionals Alliance of Hong Kong, the New Territories Association of Societies Kwai Tsing District Committee and Tsing Yi Rural Committee held a session on "Spirit of the 20th National Congress of the CPC" in the conference room of the K&TDO on October 28. The Deputy Director General of the New Territories Sub-office of the Liaison Office of the Central People's Government (LOCPG) in the Hong Kong Special Administrative Region (HKSAR), Mr Li Gongxun, LegCo Members Ms Starry Lee and Mr Chan Han-pan were invited as keynote speakers. They expressed that the 20th CPC National Congress charts the course and establishes a guide for realising the second centenary goal and the next five years, and embarks on a new journey of the new era. The Congress also stresses that the policy of "one country, two systems" must be adhered to over the long term, and Hong Kong should better integrate into national development and the country will accelerate efforts to foster a new pattern of development. The Congress fully reflects the CPC is willing to shoulder responsibility, work for the people and promote Chinese-style modernisation in full force. The District Officer (Kwai Tsing), Mr Huggin Tang, also expressed that Hong Kong and Kwai Tsing District will give full play to the unique advantages of "one country, two systems" and a people-oriented policy and will be committed to improve the livelihoods of people. The session was organised in face-to-face and online format, and was also live at the venues of relevant organisations. There were about 200 participants in total.
       
     The STDO, together with the Sha Tin Celebration Committee, the Sha Tin Rural Committee, and the Sha Tin District Advisory Committee on Celebration of the 25th Anniversary of the Establishment of the HKSAR, held the "United We Open a New Chapter - Sha Tin District Sharing Session on the Spirit of the 20th National Congress of the CPC" at Yuen Chau Kok Community Hall on October 28. Hong Kong Deputy to the NPC Mr Ip Kwok-him was invited as the keynote speaker. He introduced the key points of the report of the 20th National Congress of the CPC in an in-depth and easy-to-understand manner, and elaborated on how the country would advance the great rejuvenation of the Chinese nation on all fronts with Chinese-style modernisation. He stated that General Secretary Xi Jinping emphasised in the report on the essentiality of adhering to the "one country, two systems" principle in the long run, and the Central Authorities' full support to Hong Kong in better integrating into the nation's development, etc. The District Officer (Sha Tin), Miss Carol Or, also delivered a speech at the session. She said that the "Spirit of the 20th National Congress of the CPC" will be fully implemented at the district level, and the work on promotion of national education and youth development will continue to be taken forward in the district to enhance the sense of identity and belonging among young people and residents towards the country. About 360 participants attended the session, including the Chairman of Sha Tin Celebration Committee, Mr Mok Kam-kwai; the Chairman of the Sha Tin District Advisory Committee on Celebration of the 25th Anniversary of the Establishment of the HKSAR, Mr Deng Kairong; the Vice-chairmen of the Advisory Committee, Mr Pun Kwok-shan, Mr Chuk Hing-toi and Mr Au Chi-fai; members of committees under the STDO, and district leaders and residents in Sha Tin District.
 
     In addition, the C&WDO, together with the Hong Kong Central & Western District Women's Association, held a study session on "Spirit of the 20th National Congress of the CPC" in Sheung Wan on October 28. The Deputy Director General of the Hong Kong Island Sub-office of the LOCPG in the HKSAR, Mr Yang Chengwei, and Hong Kong Deputy to the NPC, Mr Tommy Li, were invited as the key speakers. They introduced the key points of the Secretary General's report in an easy-to-understand manner and clearly elaborated the Central Authorities' continuous, full and faithful implementation of the principles of "one country, two systems" and "Hong Kong people administering Hong Kong with a high degree of autonomy". About 60 executive committee members of the Hong Kong Central & Western District Women's Association attended the session.
 
     Other District Offices will be rolling out sessions, so as to enable more district figures to obtain a deeper understanding of the spirit of the 20th National Congress of the CPC.
