     Following is the transcript of remarks by the Secretary for the Civil Service, Mrs Ingrid Yeung, at a media session after attending a radio programme to elaborate on initiatives in "The Chief Executive's 2022 Policy Address" this morning (October 28):
 
Reporter: Secretary, is there a timeline for updating the Civil Service Code? And, about the government-wide mobilisation, how big will the scale be and under what circumstances will the Government have to mobilise this?
 
Secretary for the Civil Service: For the Civil Service Code, we are aiming to issue a draft revised Code to the staff side for consultation in the first quarter of next year. If everything goes smooth, we hope this revised Code will be finalised within the first half of next year. As for the mobilisation, we are aiming at mobilising staff up to tens of thousands for mega incidents that require a lot of staff input, a lot of immediate staff response. We are hoping to be able to do some drills in the first quarter of next year. Personally, I do hope we never have to trigger such a mobilisation as it will mean very major incidences, major emergencies for Hong Kong.
