Amendment regulations on TD's e-permit initiative gazetted

     ‚ÄčThe Road Traffic (Parking) (Amendment) Regulation 2022, Road Traffic (Public Service Vehicles) (Amendment) (No. 2) Regulation 2022 and Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No. 2) Regulation 2022 (the Amendment Regulations) were gazetted today (October 21). The Amendment Regulations seek to introduce electronic form for the majority of the permits, licences and certificates (collectively referred to as permits) of the Transport Department (TD) by issuing them in portable document format (pdf) and sending them to applicants by email for the applicants to print and display. 
     A spokesman for the Transport and Logistics Bureau said, "The Amendment Regulations are required to implement the TD's e-permit initiative. Generally, amendments will be made so that the permits concerned, in addition to the existing arrangement of issuance in paper form, may be issued by the TD in electronic format. The applicant can submit an application via electronic means and print the e-permit file generated by the system or downloaded from an email sent by the TD. In the event that the TD cancels an e-permit, or as it expires, instead of requiring the holder to surrender the printout of the permit and the file to the TD, the holder will simply have to cease displaying the printout of the e-permit. The existing paper-form permits will be kept in the law, so that generally, applicants will be given the choice between paper-based and e-permits."
     The Legislative Council (LegCo) Panel on Transport and the Transport Advisory Committee were briefed on the TD's e-licensing initiatives, and members generally supported and welcomed the proposed arrangements. The Amendment Regulations will be tabled at LegCo on October 26 for negative vetting. Subject to scrutiny by LegCo, the Amendment Regulations will be effective from December 16 this year, bringing greater convenience to the public during the application process for the TD's permits.
