Regular quota for Guangdong-Hong Kong cross-boundary private cars using HZMB to be increased

     The Transport Department (TD) announced today (September 27) that the Guangdong and Hong Kong governments have agreed to increase the regular quota for Hong Kong cross-boundary private cars (i.e. dual-plate private cars) using the Hong Kong-Zhuhai-Macao Bridge (HZMB) by a maximum of 500 per month on a trial basis, with a view to enhancing the cross-boundary road traffic between Guangdong and Hong Kong and better utilising the HZMB.

     The Guangdong Provincial Public Security Department (GDPSD) has started accepting new applications for Hong Kong private cars using the HZMB to enter Guangdong Province from today. For details, please visit the GDPSD's website at gdga.gd.gov.cn/jgj/index.html.

     "Since the commissioning of the HZMB in 2018, 19 500 regular quotas have been issued for Hong Kong cross-boundary private cars using the HZMB in four phases in accordance with the arrangements agreed by the governments of Guangdong and Hong Kong, so as to facilitate travel and promote the flow of people within the Greater Bay Area. The new quotas will be implemented on a trial basis for 12 months and the arrangements will be reviewed as appropriate," a spokesperson for the TD said.

     Upon receipt of the Approval Notice issued by the GDPSD, applicants need to apply for closed road permits from the Cross Boundary Unit of the TD. Applicants have to complete all the formalities in both the Mainland and Hong Kong before they can drive across the boundary.      The spokesperson reminded eligible applicants that they must ensure compliance with the Mainland's prevailing entry controls and anti-epidemic measures before going to the Mainland.

     Separately, the two governments have also agreed to increase the quota for Mainland cross-boundary private cars using the HZMB by a maximum of 50 per month on a trial basis. The trial period will also be 12 months tentatively. Please visit the GDPSD's website for details.
