Recruitment for four civil service graduate grades starts today

     The Government launched a recruitment exercise today (September 17) for appointment as Administrative Officer (AO), Executive Officer II, Assistant Trade Officer II and Transport Officer II in 2022-23. The respective recruitment targets are set out below:

     The application period for the above posts opens today and closes at 5pm on October 7 Hong Kong time. The recruitment is open to all permanent residents of the Hong Kong Special Administrative Region (HKSAR) who meet the relevant entry requirements. Current final year undergraduates may also apply.
 
     The Government will, starting from the current recruitment exercise, remove the condition of "having resided in Hong Kong for not less than seven years" from the entry requirements of the AO post. Applicants are only required to fulfil the criteria of being "a permanent resident of the HKSAR".
 
     As part of the entry requirements, applicants for these posts will need to have obtained:
 
(a) Level 2 in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent;
(b) a pass result in the Aptitude Test paper in the CRE; and
(c) a pass result in the Basic Law and National Security Law Test (BLNST) (degree/professional grades) (Note 1).
 
     Applicants who do not possess the requisite CRE results or equivalent results, and/or those without a pass result in the BLNST may also apply, but they need to satisfy the following circumstances:
 
(a) applicants who have applied for the coming CRE and/or BLNST scheduled to be held in October in Hong Kong;
(b) applicants who would have submitted the application between September 24 and October 7 for the coming CRE and/or BLNST tentatively scheduled to be held on December 10 in seven cities outside Hong Kong (namely Beijing, London, San Francisco, New York, Toronto, Vancouver and Sydney) (Note 2); or
(c) applicants who already possess requisite CRE results or equivalent results, but have not attained a pass result in the BLNST and have not applied for the BLNST. Arrangements will be made for them to take the BLNST during the recruitment process.
 
     These applications will only be processed subject to the applicant's obtaining of the requisite CRE and/or BLNST results.
 
     Details of the recruitment exercise have been uploaded to the Civil Service Bureau (CSB)'s website at www.csb.gov.hk, as well as on the HKSAR Government portal (GovHK) at www.gov.hk. For the recruitment of AO, relevant information is also available on a dedicated website at www.ao-recruitment.gov.hk. Applicants can make online applications directly through the CSB's website at www.csb.gov.hk. Alternatively, application forms (CSB 606 (Rev. 9/2022) and CSB 606A (Rev. 9/2022)) can be downloaded from the CSB's website. They are also available at Home Affairs Enquiry Centres of the Home Affairs Department, Job Centres of the Employment Services Division of the Labour Department, or the Information Counter on 1/F of the Trade and Industry Tower.
 
     Eligible applicants possessing the requisite CRE results, or equivalent, will be arranged to attend the Joint Administrative Officer/Executive Officer/Trade Officer/Transport Officer Recruitment Examination (JRE) to be held tentatively on December 10. Candidates residing or studying outside Hong Kong may take the JRE on the same date in any one of the seven cities outside Hong Kong as mentioned above. In light of the evolving situation of COVID-19, the CSB may adjust the arrangements for the examination. Please refer to the CSB's website at www.csb.gov.hk for any updates of the examination arrangements.
 
Note 1: All applicants are required to obtain a pass result in the BLNST for all civil service recruitment exercises advertised on or after July 1, 2022, regardless of whether they have taken any Basic Law Test centrally conducted by the CSB or individual bureaux/departments in previous recruitment exercises. In other words, candidates who wish to apply for the post(s) mentioned above must take the BLNST and attain a pass result in order to be considered for appointment.
