Senior appointments (with photos)

     The Government announced today (July 22) the following senior appointments:

(a) Ms Maggie Wong Siu-chu, Deputy Secretary for Commerce and Economic Development, will assume the post of Director-General of Trade and Industry on August 1, 2022;
 
(b) Miss Charmaine Lee Pui-sze, Deputy Head, Policy Address Team, Chief Secretary for Administration's Office, will assume the post of Director of Social Welfare on August 10, 2022, when Mr Gordon Leung Chung-tai commences his pre-retirement leave; and

(c) Mr Leung Kwun-hong, following an open recruitment-cum-in-service appointment exercise, will be appointed as the Chief Staff Officer, Civil Aid Service and assume the post on July 25, 2022. He will succeed Mr Francis Fong Yiu-tong, who has proceeded on pre-retirement leave after 35 years of service.
 
     Commenting on the appointments of Ms Wong and Miss Lee, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts."
 
     Commenting on the appointment of Mr Leung Kwun-hong, Mrs Yeung said, "Mr Leung had worked in the Fire Services Department in the past 35 years. He had consistently demonstrated strong devotion to his work, remarkable performance and exemplary proficiency in all areas of his duties. I am confident that he will be able to lead the Civil Aid Service to meet the challenges ahead."

     On the retirement of Mr Gordon Leung Chung-tai, Mrs Yeung said, "Mr Leung had rendered 37 years of loyal and dedicated service to the community of Hong Kong. During his tenure as Director of Social Welfare, Mr Leung oversaw the implementation of a wide spectrum of welfare services in Hong Kong, covering elderly, family, child and rehabilitation areas and more, as well as various social security schemes. I wish him a fulfilling and happy retirement."
 
     As for the retirement of Mr Fong, Mrs Yeung said, "As the Chief Staff Officer, Civil Aid Service, Mr Fong has devoted sustained efforts in leading the department to provide ample operational planning, professional training and logistics support to enable members of the Civil Aid Service to handle different emergency situations effectively. I sincerely wish him a happy retirement."
 
     Brief biographical notes of the five officers are set out below:

Mr Gordon Leung Chung-tai

     Mr Leung joined the Administrative Service in August 1985 and rose to the rank of Administrative Officer Staff Grade A in April 2018. He has served in various bureaux and departments, including the former Security Branch, the former Deputy Chief Secretary's Office, the former Office of Members of the Executive and Legislative Councils, the former Economic Services Branch, the former City and New Territories Administration, the Asia-Pacific Economic Cooperation Secretariat on secondment, the former Education and Manpower Bureau, the former Commerce, Industry and Technology Bureau, the Innovation and Technology Commission, Radio Television Hong Kong and the Constitutional and Mainland Affairs Bureau. He was Director, Celebrations Coordination Office from January 2017 to July 2017 and Postmaster General from July 2017 to September 2019, and has been serving as Director of Social Welfare since October 2019.
 
Mr Francis Fong Yiu-tong

     Mr Fong joined the Fire Services Department as Ambulanceman in November 1986 before being appointed as Training Officer (later retitled as Operations and Training Officer) in the Civil Aid Service in July 1989. He was appointed as Staff Officer, Civil Aid Service in July 2018 and had been the Chief Staff Officer, Civil Aid Service from November 2019 to May 2022.
 
Ms Maggie Wong Siu-chu

     Ms Wong joined the Administrative Service in November 1993 and rose to the rank of Administrative Officer Staff Grade B1 in April 2020. She has served in various bureaux and departments, including the former Chief Secretary's Office, the former Home Affairs Branch, the former Education and Manpower Bureau, the Chief Secretary for Administration's Office, the Civil Service Bureau and the Security Bureau. She was Deputy Secretary for Security from June 2012 to March 2019 and Private Secretary to the Chief Executive from March 2019 to May 2021, and has been serving as Deputy Secretary for Commerce and Economic Development (Commerce and Industry) (later renamed Deputy Secretary for Commerce and Economic Development) since May 2021.
 
Miss Charmaine Lee Pui-sze

     Miss Lee joined the Administrative Service in August 1993 and rose to the rank of Administrative Officer Staff Grade B1 in April 2020. She has served in various bureaux and departments, including the former Chief Secretary's Office, the former Home Affairs Branch, the Chief Executive's Office, the former Trade Department, the Trade and Industry Department and the former Education and Manpower Bureau. She was Principal Assistant Secretary for the Civil Service from August 2008 to August 2011 and Deputy Secretary for Constitutional and Mainland Affairs from August 2011 to January 2019, and has been serving as Deputy Head, Policy Innovation and Co-ordination Office (later renamed Deputy Head, Policy Address Team, Chief Secretary for Administration's Office) since January 2019.

Mr Leung Kwun-hong

     Mr Leung joined the Customs and Excise Department as Customs Officer in November 1983. He was appointed as Station Officer in the Fire Services Department in April 1986 and was promoted to Chief Fire Officer in November 2015. During his service with the Fire Services Department, Mr Leung worked in various posts to perform different duties, including serving as Training School instructor and handling headquarters' administration. He served in the Fire Services Department until retirement in November 2021.
