Government receives detailed report on power cable incident from CLP Power Hong Kong Limited
******************************************************************************************
According to CLP Power's detailed report, there is no evidence at this stage suggesting that the power cable was vandalised. The incident may have been caused by the malfunctioning of an electrical installation. CLP Power is conducting an in-depth investigation in this direction. The Government is examining the report and the technical details therein, and will request CLP Power to make clarifications or provide further information where required. The Government has also requested CLP Power to devise and implement improvement measures to prevent similar incidents from happening again.
The spokesman reaffirmed that the Government is very concerned about the incident, and had been following up closely with CLP Power on the latest developments and the follow-up work. After the incident, the first set of cables was restored at dawn on June 24, stabilising the electricity supply in the areas. The remaining two sets of cables were restored in the small hours of June 27 and 28 respectively. Meanwhile, after the completion of temporary reinforcement works on the damaged cable bridge, several government departments and CLP Power entered the cable bridge on June 26 to conduct on-site inspection and collect evidence. CLP Power is following up on the removal of the cable bridge.
Under the Electricity Ordinance (Cap. 406), the Government monitors the power companies to ensure the safe and reliable supply of electricity in Hong Kong. The Ordinance stipulates the power and responsibility of electricity suppliers, including, in the case of an electrical accident, giving the Director a report of the cause and what remedial action has been or will be done to prevent a recurrence of the accident. In relation to this incident, the Government requested CLP Power to submit an interim report in three days (i.e. on June 24) and a detailed report in two weeks (i.e. on July 6) after the incident. The Government received the interim report from CLP Power on June 24.
