Senior appointments (with photos)

     The Government announced today (June 27) the following senior appointments:

(a) Miss Eliza Lee Man-ching, Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism), will assume the post of Permanent Secretary for Commerce and Economic Development on July 1, 2022;
 
(b) Mr Clement Leung Cheuk-man, Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries), will assume the post of Permanent Secretary for the Civil Service on July 1, 2022;
 
(c) Miss Vivian Lau Lee-kwan, Permanent Secretary for Food and Health (Food), will assume the post of Permanent Secretary for Environment and Ecology (Food) on July 1, 2022;
 
(d) Ms Mable Chan, Permanent Secretary for Transport and Housing (Transport), will assume the post of Permanent Secretary for Transport and Logistics on July 1, 2022;
 
(e) Miss Agnes Wong Tin-yu, Permanent Secretary for Transport and Housing (Housing)/Director of Housing, will assume the post of Permanent Secretary for Housing/Director of Housing on July 1, 2022;
 
(f) Mr Thomas Chan Chung-ching, Permanent Secretary for Food and Health (Health), will assume the post of Permanent Secretary for Health on July 1, 2022;
 
(g) Miss Janice Tse Siu-wa, Permanent Secretary for the Environment/Director of Environmental Protection, will assume the post of Permanent Secretary for Environment and Ecology (Environment)/Director of Environmental Protection on July 1, 2022;
 
(h) Mr Joe Wong Chi-cho, Permanent Secretary for Home Affairs, will assume the post of Permanent Secretary for Culture, Sports and Tourism on July 1, 2022;
 
(i) Ms Gracie Foo Siu-wai, Director of Administration and Development of the Department of Justice, will assume the post of Permanent Secretary for Constitutional and Mainland Affairs on July 15, 2022, as Mr Roy Tang Yun-kwong will commence his pre-retirement leave;

(j) Ms Annie Choi Suk-han, Permanent Secretary for Innovation and Technology, will assume the post of Permanent Secretary for Innovation, Technology and Industry on July 1, 2022. Mr Eddie Mak Tak-wai, Director, Celebrations Coordination Office, will assume the post of Permanent Secretary for Innovation, Technology and Industry on July 20, 2022, when Ms Annie Choi Suk-han has commenced her pre-retirement leave;
 
(k) Ms Shirley Lam Shuet-lai, Permanent Secretary, Chief Executive's Office, will assume the post of Permanent Secretary for Home and Youth Affairs on July 1, 2022;

(l) Mr Patrick Li Pak-chuen, Director of Broadcasting, will assume the post of Permanent Secretary for Security on July 1, 2022;
 
(m) Ms Doris Ho Pui-ling, Head, Policy Innovation and Co-ordination Office, will assume the post of Permanent Secretary for Development (Planning and Lands) in the fourth quarter of 2022 (date to be further announced); and
 
(n) Mr Daniel Cheng Chung-wai, Secretary-General, Office of the Chief Executive-elect, will assume the post of Permanent Secretary, Chief Executive's Office on July 1, 2022.

     The Secretary for the Civil Service, Mr Patrick Nip, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts."

     Speaking on the retirement of Mr Tang, Mr Nip said, "Mr Tang had rendered 35 years of loyal and dedicated service to the community of Hong Kong. During his tenure as Permanent Secretary for Constitutional and Mainland Affairs, Mr Tang had made significant contributions in a number of major policy initiatives, including improving the electoral system of the Hong Kong Special Administrative Region (HKSAR), enacting the National Anthem Ordinance, preparing legislative amendments to the National Flag and National Emblem Ordinance, as well as taking forward proactively the HKSAR's participation in the development of the Guangdong-Hong Kong-Macao Greater Bay Area. He also played a pivotal role in the protection of personal data, promotion of equal opportunities and elimination of discrimination. I wish him a fulfilling and happy retirement."
 
     On the retirement of Ms Choi, Mr Nip said, "Ms Choi had rendered 36 years of loyal and dedicated service to the community of Hong Kong. During her tenure as Permanent Secretary for Innovation and Technology, Ms Choi developed new initiatives to drive innovation and technology development in Hong Kong, such as building up local research capabilities as well as nurturing technology talents. She also masterminded the InnoHK research clusters to foster research collaboration between local and world-renowned universities and research institutes. Ms Choi's significant contribution in the fight against COVID-19 through timely adoption of technologies was also highly commendable. I wish her a fulfilling and happy retirement."

Mr Roy Tang Yun-kwong

     Mr Tang joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade A1 in April 2019. He has served in a wide range of policy bureaux and departments including the former Finance Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in Tokyo, the former New Airport Projects Co-ordination Office, the former Transport Bureau, the former Environment, Transport and Works Bureau, the Environmental Protection Department, the Environment Bureau as well as the Labour and Welfare Bureau. He was Director of Broadcasting from September 2011 to August 2015, Commissioner of Customs and Excise from August 2015 to June 2017, and has been serving as Permanent Secretary for Constitutional and Mainland Affairs since July 2017.
 
Ms Annie Choi Suk-han

      Ms Choi joined the Administrative Service in October 1986 and rose to the rank of Administrative Officer Staff Grade A1 in April 2021. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Industry Department, the former Environment, Transport and Works Bureau and the Commerce and Economic Development Bureau. She was Commissioner of Insurance from 2009 to 2015, Commissioner for Innovation and Technology from 2015 to 2019, and has been serving as Permanent Secretary for Innovation and Technology since July 2019.
 
Miss Eliza Lee Man-ching

     Miss Lee joined the Administrative Service in August 1988 and rose to the rank of Administrative Officer Staff Grade A1 in April 2019. She has served in a diverse range of bureaux and departments, including the former Royal Hong Kong Police Force, the former Chief Secretary's Office, the Correctional Services Department, the former Recreation and Culture Branch, the former Transport Branch, the former Trade Department, the Chief Secretary for Administration's Office, the former Health, Welfare and Food Bureau, the Labour and Welfare Bureau and the former Office of the Telecommunications Authority. She was Director-General of Communications from April 2012 to August 2017, Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries) from August 2017 to June 2018, and has been serving as Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism) since June 2018.

     Mr Leung joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade A1 in April 2020. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Chief Secretary's Office, the Post Office, the former Government House, the former Security Branch, the Chief Secretary for Administration's Office, the former Education and Manpower Bureau, the Trade and Industry Department as well as the Financial Services and the Treasury Bureau. He was Director of Food and Environmental Hygiene from November 2010 to January 2014, Hong Kong Commissioner for Economic and Trade Affairs, USA from February 2014 to June 2018, and has been serving as Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries) since June 2018.

She was Deputy Secretary for the Environment from May 2010 to March 2014, Director of Food and Environmental Hygiene from March 2014 to February 2021, and has been serving as Permanent Secretary for Food and Health (Food) since February 2021.
 
Ms Mable Chan

     Ms Chan joined the Administrative Service in July 1989 and rose to the rank of Administrative Officer Staff Grade A1 in April 2022. She was Deputy Secretary for Financial Services and the Treasury (Financial Services) from August 2016 to October 2017, Commissioner for Transport from October 2017 to July 2020, and has been serving as Permanent Secretary for Transport and Housing (Transport) since August 2020.
 
Miss Agnes Wong Tin-yu

    Miss Wong joined the Administrative Service in November 1989 and rose to the rank of Administrative Officer Staff Grade A1 in April 2022. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Chief Secretary's Office, the former Trade Department, the former Industry Department, the Innovation and Technology Commission, the Civil Service Bureau, the Home Affairs Department, the Chief Secretary for Administration's Office and the Transport and Housing Bureau. She was Director-General of Communications from August 2017 to May 2019, Director of Marine from May 2019 to January 2021, and has been serving as Permanent Secretary for Transport and Housing (Housing)/Director of Housing since February 2021.
 
Mr Thomas Chan Chung-ching

     Mr Chan joined the Civil Service in June 1991. He first served as an Executive Officer and then transferred to the Administrative Service. He rose to the rank of Administrative Officer Staff Grade A1 in April 2022. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Civil Service Branch, the Hong Kong Economic and Trade Office in Geneva, the former Health, Welfare and Food Bureau (subsequently retitled as Food and Health Bureau), the former Independent Review Committee for the Prevention and Handling of Potential Conflicts of Interests, as well as the Development Bureau. He was Director of Lands from July 2017 to May 2020, and has been serving as Permanent Secretary for Food and Health (Health) since June 2020.
 
Miss Janice Tse Siu-wa

     Miss Tse joined the Government in June 1987. She served in the Executive Officer and Labour Officer grades before joining the Administrative Service in June 1988, rising to the rank of Administrative Officer Staff Grade A in April 2018. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Constitutional Affairs Branch, the former Civil Service Branch, the former New Airport Projects Co-ordination Office, the former Economic Services Branch, the former Health and Welfare Branch, the Hong Kong Economic and Trade Office in Brussels, the former Finance Bureau, the former Economic Development and Labour Bureau, the Transport and Housing Bureau and the Food and Health Bureau. She was Deputy Secretary for Food and Health (Health) from January 2012 to April 2016, Director of Home Affairs from April 2016 to January 2022, and has been serving as Permanent Secretary for the Environment/Director of Environmental Protection since January 2022.

Mr Joe Wong Chi-cho

     Mr Wong joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade A in April 2018. He has served in various bureaux and departments, including the former Health and Welfare Branch, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in New York, the former Economic Services Branch, the Hong Kong Economic and Trade Office in Washington DC, the Financial Services and the Treasury Bureau, the Housing Department, the Commerce and Economic Development Bureau and the Information Services Department. He was Commissioner for Tourism from February 2018 to April 2021, on secondment to Ocean Park Corporation as Chief Executive from May to August 2021, and has been serving as Permanent Secretary for Home Affairs since October 2021.
 
Ms Gracie Foo Siu-wai

     Ms Foo joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade A in April 2016. She has served in various bureaux and departments, including the former City and New Territories Administration, the former General Duties Branch, the former Civil Service Branch, the former New Airport Projects Co-ordination Office, the Hong Kong Economic and Trade Office in Toronto, the former Finance Branch, the former Information Technology and Broadcasting Bureau, the former Office of the Telecommunications Authority, Radio Television Hong Kong and the Development Bureau. She was Deputy Secretary for Home Affairs from September 2012 to January 2015, Director, Office of the Government of the HKSAR in Beijing from January 2015 to January 2019, and has been serving as Director of Administration and Development of the Department of Justice since April 2019.

He was Deputy Secretary for the Civil Service from August 2012 to July 2018, Hong Kong Commissioner for Economic and Trade Affairs, USA from July 2018 to September 2021, and has served as Director, Celebrations Coordination Office since January 2022.

She was Deputy Director of Marine from May 2013 to September 2015, Special Representative for Hong Kong Economic and Trade Affairs to the European Union from October 2015 to August 2019, and has been serving as Permanent Secretary, Chief Executive's Office since September 2019.

He was Deputy Director of Home Affairs from July 2013 to July 2017, Deputy Secretary for Home Affairs from July 2017 to February 2021, has been serving as Director of Broadcasting since March 2021.
