New-term ExCo membership announced (with photos)

     The Chief Executive-elect, Mr John Lee, today (June 22) announced the membership of the new-term Executive Council (ExCo) of the Hong Kong Special Administrative Region (HKSAR).

     The new ExCo comprises all 21 Principal Officials appointed under the political appointment system and 16 non-official members. Their term will take effect on July 1, 2022.

     The 16 non-official members are Mrs Regina Ip Lau Suk-yee, Professor Arthur Li Kwok-cheung, Mr Jeffrey Lam Kin-fung, Mr Tommy Cheung Yu-yan, Mr Martin Liao Cheung-kong, Mr Joseph Yam Chi-kwong, Mr Ronny Tong Ka-wah, Dr Lam Ching-choi, Mr Kenneth Lau Ip-keung, Dr Moses Cheng Mo-chi, Mrs Margaret Leung Ko May-yee, Mr Chan Kin-por, Dr Eliza Chan Ching-har, Dr Ko Wing-man, Mr Stanley Ng Chau-pei and Mr Gary Chan Hak-kan. Mrs Ip will also take up the position of Convenor in the new ExCo.

     "I am grateful to each and every one of the 16 non-official members for accepting my invitation to serve in ExCo. Their rich experience in various fields will provide valuable inputs to the making of important policy decisions," said Mr Lee.

     Following are biographical notes on the non-official members:

Mrs Regina Ip Lau Suk-yee
--------------------------
     Aged 71. Mrs Ip is currently a Legislative Council Member, Chairperson of the New People's Party, the Savantas Policy Institute and the Maritime Silk Road Society as well as Court Member of the University of Hong Kong. Mrs Ip joined the Administrative Service of the Hong Kong civil service in September 1975 and worked in a wide range of policy areas, including home affairs, security, trade and industry. She rose through the ranks to Director of Bureau in May 2000. She served as Secretary for Security from August 1998 to July 2003. She has been a Legislative Council Member returned by geographical constituency through direct elections since 2008. Mrs Ip was awarded the Grand Bauhinia Medal in 2021.
 
Professor Arthur Li Kwok-cheung

     Aged 76. Professor Li is Non-executive Director and Deputy Chairman of the Bank of East Asia and a member of the Committee for the Basic Law of the Hong Kong Special Administrative Region under the Standing Committee of the National People's Congress. Professor Li was formerly a member of the National Committee of the Chinese People's Political Consultative Conference, Chairman of the Council of the University of Hong Kong, Dean of the Faculty of Medicine and Vice-Chancellor at the Chinese University of Hong Kong. He was Secretary for Education and Manpower from July 2002 to June 2007. He was awarded the Grand Bauhinia Medal in 2017.

Mr Jeffrey Lam Kin-fung

     Aged 70. Mr Lam is Managing Director of Forward Winsome Industries Limited, Legislative Council Member and Vice Chairman of the Business and Professionals Alliance for Hong Kong. He is also a member of the National Committee of the Chinese People's Political Consultative Conference. He also serves as a member of the General Committee of the Hong Kong General Chamber of Commerce and the Federation of Hong Kong Industries as well as Non-executive Director of the Hong Kong Mortgage Corporation Limited. He previously served as Chairman of the Independent Commission Against Corruption Complaints Committee. Mr Lam was awarded the Gold Bauhinia Star in 2011.

Mr Tommy Cheung Yu-yan

     Aged 72. Mr Cheung is currently a Legislative Council Member, Leader of the Liberal Party, Council Member of the Chinese University of Hong Kong, Chairman of the Hong Kong Catering Industry Association and Honorary Life President of the Association of Restaurant Managers. He previously served as an Eastern District Councillor as well as a member of the Hong Kong Housing Authority, the Liquor Licensing Board, the Business Facilitation Advisory Committee and the Advisory Committee on Admission of Quality Migrants and Professionals. Mr Cheung was awarded the Gold Bauhinia Star in 2015.

Mr Martin Liao Cheung-kong

     Aged 64. Mr Liao is a barrister and Legislative Council Member. He is Chairman of the Advisory Committee on Corruption of the Independent Commission Against Corruption, Steward of the Hong Kong Jockey Club and a Hong Kong Deputy to the National People's Congress of the People's Republic of China. He previously served as Chairman of the Anti-Money Laundering and Counter-Terrorist Financing (Financial Institutions) Review Tribunal, Council Member of the University of Hong Kong and Part-time Member of the Central Policy Unit. Mr Liao was awarded the Gold Bauhinia Star in 2019.

Mr Joseph Yam Chi-kwong

     Aged 73. Mr Yam is currently Distinguished Research Fellow and Member of the Management Committee of the Lau Chor Tak Institute of Global Economics and Finance at the Chinese University of Hong Kong. He had a public service career of over 38 years, dealing mainly with monetary and financial affairs. He was the first Chief Executive of the Hong Kong Monetary Authority from 1993 to 2009. Mr Yam was awarded the Grand Bauhinia Medal in 2009.

Mr Ronny Tong Ka-wah

     Aged 71. Mr Tong is a Senior Counsel. He is currently Convenor of his think tank, Path of Democracy. He was previously a Legislative Council Member, Chairman of the Hong Kong Bar Association and a member of the Economic and Employment Council. He also served as Deputy Judge of the High Court in 1992 and 2002.

Dr Lam Ching-choi

     Aged 61. Dr Lam is currently Chief Executive Officer of Haven of Hope Christian Service. He also serves as Chairman of the Elderly Commission, the Council for Sustainable Development, the Independent Commission Against Corruption Complaints Committee and the Elderly Care Service Industry Training Advisory Committee. He is a member of the Family Council and the Supervisory Board and Nominating Committee of the Hong Kong Housing Society. Dr Lam was awarded the Silver Bauhinia Star in 2019.

Mr Kenneth Lau Ip-keung

     Aged 55. Mr Lau is Vice Chairman of Wing Tung Yick Holdings Limited. He is currently a Legislative Council Member, Tuen Mun District Councillor, Chairman of New Territories Heung Yee Kuk, Chairman of Tuen Mun Rural Committee, and Vice Chairman of the Business and Professionals Alliance for Hong Kong. He is also a member of the National Committee of the Chinese People's Political Consultative Conference. Mr Lau was awarded the Bronze Bauhinia Star in 2017.

Dr Moses Cheng Mo-chi

     Aged 72. Dr Cheng is a practising solicitor. He is currently Chairman of the Council of the Hang Seng University of Hong Kong and Chancellor of the Hong Kong Sheng Kung Hui. He also serves as a member of the Financial Leadership Forum. Dr Cheng was the first Chairman of the Insurance Authority, Opera Hong Kong and the Hong Kong Institute of Directors of which he is now the Honorary President and Chairman Emeritus. He previously served as Chairman of, among others, the Board of Education, the Education Commission and the Council of the Hong Kong Baptist University. Dr Cheng was awarded the Grand Bauhinia Medal in 2016.
 
Mrs Margaret Leung Ko May-yee

     Aged 70. Mrs Leung is Treasurer of the University of Hong Kong. She is a member of the National Committee of the Chinese People's Political Consultative Conference. She previously served as Chief Executive Officer of the Hang Seng Bank, Steward of the Hong Kong Jockey Club, Executive Committee Chairman of the Community Chest and served as Independent Non-executive Director of the Hong Kong Exchanges and Clearing Limited. Mrs Leung was awarded the Silver Bauhinia Star in 2012.

Mr Chan Kin-por

     Aged 68. Mr Chan is currently a Legislative Council Member and Chairman of the Legislative Council Finance Committee. Mr Chan has extensive experience in the financial industry in particular banking and insurance sectors, and was Chairman of numerous insurance organisations and associations such as the Hong Kong Federation of Insurers and the Chinese Insurance Association of Hong Kong. He was previously Vice Chairman of the Independent Police Complaints Council and a Director of the Hong Kong Mortgage Corporation. He was awarded the Gold Bauhinia Star in 2017.
 
Dr Eliza Chan Ching-har

     Aged 65, Dr Chan is a member of the National Committee of the Chinese People's Political Consultative Conference. Dr Chan was previously Chairman of Hong Kong CPPCC (Provincial) Members Association, Director of the Hong Kong Science and Technology Parks, member of the Hospital Authority as well as Chairman of its Public Complaints Committee, and Chairman of the Hospital Governing Committee of a number of hospitals. She has also served as a member of the Public Service Commission and Chairman of the Pensions Appeal Panel. Dr Chan was awarded the Silver Bauhinia Star in 2015.
 
Dr Ko Wing-man

     Aged 65. Dr Ko is a member of the National Committee of the Chinese People's Political Consultative Conference and Standing Committee of the Chao Zhou City Committee of the Chinese People's Political Consultative Conference. He is also Council Member of the UNICEF Hong Kong Committee, Vice Chairman of the Federation of Hong Kong Chiu Chow Committee Organisations and Vice President of the Hong Kong China Chamber of Commerce. Dr Ko was Secretary for Food and Health from July 2012 to June 2017 and previously Chairman of the Hong Kong Anti-Cancer Society and Director of the Hong Kong Red Cross. He was awarded the Golden Bauhinia Star in 2017.

Mr Stanley Ng Chau-pei

     Aged 52. Mr Ng is currently a Legislative Council Member, President of the Hong Kong Federation of Trade Unions and Court Member of the University of Hong Kong. He is also a Hong Kong Deputy to the National People's Congress of the People's Republic of China. Mr Ng is a member of the Chinese Association of Hong Kong and Macao Studies and Human Resources Planning Commission. He was elected as one of the employee representatives on the Labour Advisory Board and served as a part-time member of Central Policy Unit. Mr Ng was awarded the Silver Bauhinia Star in 2019.
 
Mr Gary Chan Hak-kan

     Aged 46. Mr Chan is currently a Legislative Council Member and Vice-chairperson of the Democratic Alliance for the Betterment and Progress of Hong Kong. He also serves as Chairman of the Legislative Council Panel on Security and Member of the Advisory Committee on Corruption of the Independent Commission Against Corruption. Mr Chan was formerly Council Member of the Chinese University of Hong Kong, Member of All-China Youth Federation and Special Assistant to the Chief Executive. Mr Chan was awarded the Silver Bauhinia Star in 2021.
