     Following is the transcript of remarks by the Secretary for Transport and Housing, Mr Frank Chan Fan, at a media session after attending the meeting of the Legislative Council Panel on Transport today (June 17):
 
Reporter: Secretary, also similar to the Chinese question, could you give a brief response because the lawmakers questioned the effectiveness of the proposal and said it would be kind of like "empty talk" without figures and data. What is your response to that? Thank you.
 
Secretary for Transport and Housing: I would appreciate that the approach that we have been suggesting is to go through the entire motion to have congestion charging being implemented. In the process, we will take a three-step approach. In the first step, we will try to secure the understanding and consensus among the community, the stakeholders including the trade, and also the Legislative Council, so that on that particular robust foundation, we can build on to carry on the (study of) travel behaviour of the community, particularly at a time when the pandemic is raging, and also taking into account the situation after the pandemic is easing off. As such, we would be able to provide a complete picture for consideration by the Legislative Council, and also by the community at large. By then, if we could agree on a definitive proposal, then we would proceed to carry on the legislative amendment exercise and put into implementation the congestion charging in August next year.
