CE welcomes promulgation of Overall Plan for Deepening Globally Oriented Comprehensive Co-operation amongst Guangdong, Hong Kong and Macao in Nansha of Guangzhou

     The Chief Executive, Mrs Carrie Lam, welcomed the Central Government's recent promulgation of the Overall Plan for Deepening Globally Oriented Comprehensive Co-operation amongst Guangdong, Hong Kong and Macao in Nansha of Guangzhou (Nansha Plan). She encouraged various sectors of the community to proactively seize the opportunities brought by the Nansha Plan and join hands in taking forward the development of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area).
      
     As clearly stated in the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, Nansha, positioned as a high-standard gateway for opening up, is one of the major co-operation platforms in the Greater Bay Area. Since the commissioning of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, Hong Kong and Nansha have become much closer to each other, giving rise to more favourable conditions for Hong Kong's participation in the development of Nansha. Moreover, the Hong Kong University of Science and Technology (Guangzhou), which is opening soon, will also be an excellent example of Hong Kong taking part in the development of Nansha in nurturing talents and taking forward the development of technology.
      
     The Nansha Plan has a clear perspective on Hong Kong, Macao and the wider world, and will become a key medium and provide strong support for the enhanced integration of Hong Kong and Macao into the overall national development. The Nansha Plan sets out five key development directions for Nansha, namely industry co-operation in innovation and technology, co-operation in youth innovation and entrepreneurship, high-standard opening up, regulatory interface and connectivity, and high-quality urban development. These directions correspond to policy areas which Hong Kong enjoys comparative advantages in and is determined to develop further. This is conducive to Hong Kong's proactive participation in the further development of Nansha and support for the implementation of the Nansha Plan.
      
     "Hong Kong has the institutional strength of "One Country, Two Systems" and offers a first-class business environment that is highly market-oriented and internationalised, underpinned by the rule of law. Hong Kong also enjoys its status as an international financial, transportation and trade centre. Based on new policies to be introduced by the governments of Guangdong Province and Guangzhou Municipality in Nansha, the Government of the Hong Kong Special Administrative Region will support various sectors of the community in seizing the opportunities brought by the development of the Greater Bay Area and the Nansha Plan. Meanwhile, Hong Kong will leverage our advantages, especially our international networks and connections, as well as our outstanding professional services, to fully support Nansha in developing as a high-standard gateway for opening up within the Greater Bay Area, whilst expanding the scope of development for ourselves and our industries at the same time," said Mrs Lam.
