Ballots drawn for Sale of Home Ownership Scheme Flats 2022 and White Form Secondary Market Scheme 2022 (with photos/videos)

The following is issued on behalf of the Hong Kong Housing Authority:
 
     Ballots were drawn today (June 13) for the Hong Kong Housing Authority (HA)'s Sale of Home Ownership Scheme (HOS) Flats 2022 (HOS 2022) and White Form Secondary Market Scheme (WSM) 2022 (WSM 2022).
 
     The Chairman of the HA Subsidised Housing Committee, Ms Cleresa Wong, officiated at the ballot drawing. The HA arranged a live broadcast of the entire process through its Facebook page and YouTube channel for public viewing.
 
     "During the application period, the HA received a total of around 252 000 applications for HOS 2022 (comprising around 203 000 White Forms and around 49 000 Green Forms) and around 117 000 applications for WSM 2022, of which around 222 000 for HOS 2022 and around 110 000 for WSM 2022 were received online," a spokesman for the HA said.
 
     The ballot drawing conducted today is to determine the applicants' priority sequence for HOS 2022 and WSM 2022 based on the last two digits of their application numbers. For applicants holding the same drawn digits within the different application categories, their order of priority will be randomly generated by computer. The HA will, in accordance with the order of priority, invite White Form applicants and Green Form applicants holding a valid Green Form Certificate to submit the income and asset declaration form and supporting documents within a specified period for detailed vetting, so as to ascertain whether individual applicants meet the eligibility criteria for HOS 2022 and/or WSM 2022 and the final priority for flat selection of eligible HOS applicants.
 
     The following four categories of flats are put up for sale under HOS 2022:
 
i) a total of 8 926 flats from seven new HOS developments (Yu Nga Court in Tung Chung, Yu Tak Court in Sha Tin, Kei Wah Court in North Point, Kwun Shan Court in Ma Tau Kok, On Sau Court in Kwun Tong, Chiu Ming Court in Tseung Kwan O and Kai Yan Court in Kai Tak);
 
ii) a total of 15 rescinded flats as at May 31, 2022, from two HOS developments (Choi Wo Court and Shan Lai Court) previously put up for sale under HOS 2020 and any additional rescinded flats from these two HOS developments as identified up to about two months before commencement of flat selection of HOS 2022;
 
iii) any rescinded recovered Tenants Purchase Scheme (TPS) flats from Sale of Green Form Subsidised Home Ownership Scheme Flats 2020/21 and saleable flats to be chosen from among the already recovered TPS flats and TPS flats to be recovered in the coming months, up to about three months before commencement of flat selection of HOS 2022 (estimated to be about 500 flats); and
 
iv) a total of 27 rescinded Subsidised Sale Flats (SSFs) of the Hong Kong Housing Society (HS).
 
     "The HA estimates that notifications will be sent in batches starting from the fourth quarter of 2022 to invite eligible applicants of HOS 2022 according to their priority under the application category to select flats for sale under HOS 2022 at the HA Customer Service Centre (HACSC) in Lok Fu. When it comes to an eligible Green Form applicant's turn for flat selection, he/she may select an HOS flat or a recovered TPS flat subject to availability of flats," the spokesman said.
 
     Sales brochures for new and rescinded HOS flats as well as sales pamphlets for recovered TPS flats, covering full details of the developments and estates, and price lists will be made available for collection by the public at the HACSC in Lok Fu and viewing on the HA/Housing Department (HD)'s designated websites seven days before commencement of the flat selection period.
 
     Doll houses and virtual videos of typical flats and building models of new HOS developments, exhibition panels and other information on the rescinded HOS flats and TPS estates, will be exhibited at the HACSC in Lok Fu seven days before commencement up to the end of the flat selection period. During the same period, photos and video clips of the interiors of all recovered TPS flats for sale under this sale exercise will also be provided at the HACSC in Lok Fu and the HA/HD's designated websites for viewing by the public.
 
     WSM 2022 provides a quota of 4 500 for successful applicants to purchase SSFs with premium not yet paid in the HA's HOS Secondary Market or in the HS's Flat-for-Sale-Scheme Secondary Market.
 
     "The HA estimates that approval letters will be issued to successful applicants of WSM 2022 in the fourth quarter this year for them to apply for the Certificate of Eligibility to Purchase (CEP) within six weeks from the issue date of the approval letters. The CEP is valid for 12 months from the issue date and the holder is entitled to purchase an SSF with premium not yet paid within the validity period," the spokesman said.
 
     The ballot results for HOS 2022 and WSM 2022 have been uploaded to the dedicated webpages on the HA/HD's website (hos.housingauthority.gov.hk/mini-site/hos2022/en/ballot-results.html and hos.housingauthority.gov.hk/mini-site/wsm2022/en/ballot-results.html respectively). Applicants who have submitted online applications will receive email notification of the ballot results following the ballot drawing ceremony.
 
     The randomly generated order of all applications will be uploaded to the dedicated webpages tomorrow (June 14). It will also be displayed at the HACSC in Lok Fu, the estate offices and District Tenancy Management Offices of the HA, the rental estate offices of the HS and the Home Affairs Enquiry Centres of the Home Affairs Department from tomorrow. Applicants may also call the HA Sales and WSM hotline 2712 8000 for enquiries.

     The HA announced that the selling prices of the new flats and rescinded flats for resale under HOS 2022 have been finalised at a 49 per cent discount from the assessed market value, i.e. for sale at 51 per cent of assessed market value. Details of the average selling prices and the range of finalised selling prices for new HOS developments and HOS developments with rescinded flats for resale under HOS 2022 are set out in Annexes 1 and 2.
